LENS-AUDIT E7: the golden pair registry (ids + tiers on every evidentiary pair)

The law on this layer's face:
CH3 amendments live: the contained-formula rule (1:1/1:3 shielded) + the USE axis (recitation-report vs candidate-exposition, seeded from English with bench review); the seed of the P32 uncapped rebuild: every pair enumerable, tier riding verbatim-derived class; GOLDEN = full-quote x graded-tier (T1/T2/T5) - the strongest 'exact meaning' candidates; the reading bench still reads each (a quote is a location, not yet an explanation)

What this means for a reader: every number below was counted by a program from the sealed sources and can be re-derived by anyone running the same engine; nothing here judges a scholar or a translator - it makes the text's own facts checkable.
