إِنَّ عِبَادِى لَيْسَ لَكَ عَلَيْهِمْ سُلْطَٰنٌ إِلَّا مَنِ ٱتَّبَعَكَ مِنَ ٱلْغَاوِينَ
over My servants you have no authority, except those who follow you of the ones who go astray. The commentaries read the two together as fixing the limit exactly: what he has is invitation, and the following is the follower's own act.
