نَبِّئْ عِبَادِىٓ أَنِّىٓ أَنَا ٱلْغَفُورُ ٱلرَّحِيمُ
Tell My servants that I am the Forgiving, the Merciful. The commentaries note that the command is to announce it: the mercy is not left to be worked out or hoped for, it is to be carried and told.
