وَأَنَّ عَذَابِى هُوَ ٱلْعَذَابُ ٱلْأَلِيمُ
and that My punishment is the painful punishment. The commentaries read the pair as deliberately joined: the announcement of mercy is not made alone, and neither is the warning.
