وَلَا تَقْرَبُوا۟ ٱلزِّنَىٰٓ إِنَّهُۥ كَانَ فَٰحِشَةً وَسَآءَ سَبِيلًا
And do not go near fornication. It is an indecency and an evil way. The commentaries fix on the wording: what is forbidden is going near it, which reaches everything that leads there and not only the act itself.
