فَلَا تَعْجَلْ عَلَيْهِمْ إِنَّمَا نَعُدُّ لَهُمْ عَدًّا
So do not be in haste against them. We are only counting for them a count. The commentaries gloss the counting as the days and the breaths being numbered towards a term.
