فَإِن تَوَلَّوْا۟ فَإِنَّ ٱللَّهَ عَلِيمٌۢ بِٱلْمُفْسِدِينَ
And if they turn away, God knows the corrupters. The commentaries hear the turning away as the answer they actually gave: invited to a mutual imprecation and to a shared word, they would neither swear nor agree, and the ayah names what that refusal makes them.
