وَثَمُودُ وَقَوْمُ لُوطٍ وَأَصْحَٰبُ لْـَٔيْكَةِ أُو۟لَٰٓئِكَ ٱلْأَحْزَابُ
and Thamud, and the people of Lot, and the people of the thicket - the commentaries name them the people of Shuayb. Those were the factions.
