إِن تُبْدُوا۟ خَيْرًا أَوْ تُخْفُوهُ أَوْ تَعْفُوا۟ عَن سُوٓءٍ فَإِنَّ ٱللَّهَ كَانَ عَفُوًّا قَدِيرًا
Whether you show a good deed or hide it, or pardon an evil, God is pardoning, powerful. The commentaries note where the weight falls: the pardon is named beside God's own power to punish and not do so.
