مَا يُبَدَّلُ ٱلْقَوْلُ لَدَىَّ وَمَآ أَنَا۠ بِظَلَّٰمٍ لِّلْعَبِيدِ
The word given does not change with God, and He does no wrong to His servants. The commentaries read the second half as the guarantee standing under the first - no one is punished for what he did not do.
