هَٰذَا مَا تُوعَدُونَ لِكُلِّ أَوَّابٍ حَفِيظٍ
This is what you were promised - for everyone who kept turning back to God and kept His limits. The commentaries gloss the two together: one who returns, and returns again, and one who guards what God has set.
