ٱلَّذِينَ يَبْخَلُونَ وَيَأْمُرُونَ ٱلنَّاسَ بِٱلْبُخْلِ وَمَن يَتَوَلَّ فَإِنَّ ٱللَّهَ هُوَ ٱلْغَنِىُّ ٱلْحَمِيدُ
Those who are miserly and order people to be miserly. And whoever turns away - God is the Self-sufficient, the Praiseworthy. The commentaries note the doubling in the charge: not only holding back what is owed but pressing others to hold back too, and read the closing names as the answer to the turning away - the One being turned from loses nothing by it.
جو لوگ بخل کرتے ہیں اور لوگوں کو بھی بخل کا حکم دیتے ہیں، اور جو منہ موڑے، تو اللہ ہی بےنیاز اور تعریف کے لائق ہے۔ تفسیر مقباس کے مطابق یہ ممکن ہے کہ الذین یبخلون سے نئی بات شروع ہو، کیونکہ اس سے پہلی بات واللہ لا یحب کل مختال فخور پر ختم ہو چکی تھی۔ رازی اس آیت میں دو قول نقل کرتے ہیں: پہلا یہ کہ یہ پچھلی بات کا بدل ہے۔ احسن البیان کے نزدیک بخل سے خاص طور پر مراد اللہ کی راہ میں خرچ کرنے سے بخل کرنا ہے، کیونکہ اصل بخل یہی ہے۔ بیان القرآن بتاتے ہیں کہ جو شخص اپنی دولت پر اِتراتا ہے وہ اسے بہت سنبھال کر رکھتا ہے، کیونکہ اسی دولت کو وہ اپنی عزت کا ذریعہ سمجھتا ہے۔
