ذَٰلِكَ أَن لَّمْ يَكُن رَّبُّكَ مُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا غَٰفِلُونَ
That is because your Lord would not destroy towns for their wrongdoing while their people were unaware. The commentaries read it as the reason messengers are sent at all: no community is called to account before it has been warned.
یہ اس لیے ہے کہ آپ کا رب کبھی بستیوں کو ان کے ظلم کی وجہ سے ہلاک کرنے والا نہ تھا جبکہ ان کے رہنے والے بےخبر ہوں۔ تفاسیر اسے اسی وجہ کے طور پر پڑھتی ہیں کہ رسول کیوں بھیجے جاتے ہیں: کسی بھی قوم کو خبردار کیے بغیر کبھی مؤاخذہ نہیں کیا جاتا۔
