وَهُوَ ٱلْقَاهِرُ فَوْقَ عِبَادِهِۦ وَهُوَ ٱلْحَكِيمُ ٱلْخَبِيرُ
And He is the Subduer over His servants, and He is the Wise, the Aware. The commentaries gloss the first name as power nothing escapes, joined here to wisdom, so that the power is never bare force.
