إِنْ هَٰذَآ إِلَّا قَوْلُ ٱلْبَشَرِ
this is nothing but the speech of a man. The commentaries carry the same occasion for these verses: they were said of the Qur'ān by one man among the chiefs of Mecca, after he had heard it and could not answer it.
