ثُمَّ إِنَّ عَلَيْنَا بَيَانَهُۥ
Then upon Us is its explaining. The commentaries take the whole passage as one assurance: the keeping of it, the reciting of it, and the understanding of it are all guaranteed, so haste is not needed.
