بِسْمِ ٱللَّهِ ٱلرَّحْمَٰنِ ٱلرَّحِيمِ وَٱلْمُرْسَلَٰتِ عُرْفًا
By those sent forth in succession — the commentaries take the oaths of these opening verses on the winds and on the angels, following one another as they are sent.
