وَهُمْ عَلَىٰ مَا يَفْعَلُونَ بِٱلْمُؤْمِنِينَ شُهُودٌ
and were themselves witnesses of what they were doing to the believers. The commentaries carry the same account: believers were thrown into a burning trench for their belief, and those who did it sat and watched.
