كَيْفَ وَإِن يَظْهَرُوا۟ عَلَيْكُمْ لَا يَرْقُبُوا۟ فِيكُمْ إِلًّا وَلَا ذِمَّةً يُرْضُونَكُم بِأَفْوَٰهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَٰسِقُونَ
How, when if they get the upper hand over you they observe towards you neither tie of kinship nor pact? They please you with their mouths while their hearts refuse, and most of them have left obedience. The commentaries note the word most together: not all of them were so, and some among them held back from treachery.
ایسے لوگوں سے آخر معاہدہ کیسے قائم رہ سکتا ہے جب یہ حال ہے کہ اگر یہ تم پر غالب آ جائیں تو نہ رشتہ داری کا خیال رکھیں اور نہ کسی عہد کا۔ یہ اپنی زبانوں سے تمہیں خوش کرنے کی باتیں کرتے ہیں جبکہ ان کے دل انکار کرتے ہیں، اور ان میں سے اکثر نافرمان ہیں۔ تفسیر بتاتی ہے کہ لفظ اکثر کو ساتھ لیا جائے: سب کے سب ایسے نہ تھے، بلکہ کچھ لوگ ان میں سے بدعہدی سے رکے رہے۔
