# THE COUNCIL OF 900 — BENCH 3

**Families F · G · T — Arabic & linguistics (86 seats) · Logic, philosophy & method (54 seats) ·
Method, integrity & stewardship (39 seats) = 179 seats over 49 knowledge areas.**

**EVERY SEAT ON THIS BENCH IS A MACHINE-SCHOLAR, LABELED.** No seat here is a human scholar,
no seat holds an ijazah, no seat issues a ruling. This bench documents; it never adjudicates
between schools; it is never a mufti. Where a discipline's verdict is named below, the verdict
belongs to that discipline's own tradition and is reported, not made.

**Sitting**: 2026-09-05 · **Working dir**: `10-WAQF` · **Charter**:
`build/P41-COUNCIL/council_900_charter.json` (seats 1–900; this bench = the F/G/T prefixes).

---

## METHOD (stated before the results, so the results can be judged)

1. **The v1 matrix was re-probed, not read.** `build/P41-COUNCIL/coverage_matrix_v1.json` is a
keyword floor built by `framework/p41_council.py:181-189` from the *first three tokens* of each
area name, over a glob that is **size-capped at 400 KB and depth-capped at `build/*/*/`**. This
bench re-probed all 49 of its areas with discipline-specific term sets (Arabic + English +
the tradition's own technical vocabulary), over **2,237 files** with **no size cap and full
recursion**, and then **opened the artifacts** behind every hit before assigning a cell.
2. **Cell law used by this bench** (narrower than v1's, and stated so it can be contested):
**PRESENT** = the canonical ledger names the discipline **and** a built artifact carries
measurable content from it. **TOUCHED** = named in the ledger or an artifact, but no
substantive layer stands behind it. **ABSENT** = no occurrence outside the Council's own
   self-generated files (`p41_council.py`, `coverage_matrix_v1.json`, `council_900_charter.json`),
which are **excluded from every probe on this bench** — see Finding 1 for why.
3. **Every finding names a file and a measure.** A finding with no file behind it is marked
**OPINION** in its row. Two rows are so marked.
4. **Where a measurement contradicted this bench's reading of the code, the measurement won.**

## PART 1 — MATRIX CORRECTIONS (49 areas)

**27 of 49 cells are corrected.** ✅ = v1 stands · ⬆ = upgraded · ⬇ = downgraded.

### F · Arabic & linguistics (20 areas)

| # | Area | v1 | BENCH 3 | Evidence (file · measure) |
|---|---|---|---|---|
| F1 | Sarf (morphology) | PRESENT | ✅ **PRESENT** | `build/P30-SIGHAH/D1-INVENTORY/inventory_layer.json` — 1,065 signatures / 130,030 segments; `D5-AWZAN/awzan_layer.json` 11 verb forms (VF:1 = 14,556 segments); `P31-MIZAN/W2-P9/verb_weakness_layer.json` 19,329 verbs in 6 i'lāl classes |
| F2 | Nahw (syntax) | PRESENT | ✅ **PRESENT** | `build/P32-SHAHADAT/W4-S1/irab_source_layer.json` — 128,219 Qurʾānic tokens, **6,236/6,236 verses covered**, relation labels verbatim (فاعل 16,691 · مفعول به 10,960 · حال 1,939 · بدل 647). Correctly stamped with the treebank's own sha `38c82933…` |
| F3 | Ilm al-maani | TOUCHED | ✅ **TOUCHED** | Only maʿānī **al-ḥurūf** is built (`P30` domain "A7 · The particles", 100 ledger nodes; `D7-PARTICLES/particles_layer.json` 47,370 segments / 48 classes). The science's own topics measure **zero**: `musnad ilayh` = 6 incidental hits in one file; `qaṣr` · `faṣl/waṣl` · `ījāz/iṭnāb/musāwāh` · `khabar vs inshāʾ` = **0** across all of `build/` |
| F4 | Ilm al-bayan | PRESENT | ⬇ **TOUCHED** | `P31-MIZAN/W5-T2/bayan_layer.json` is a bare-substring term count (`framework/p31_w5_t2.py:26 b.find(m)`), not a bayān register — see Finding 7. `gap_register.json` still declares this dimension **ABSENT, priority 1** |
| F5 | Ilm al-badi | TOUCHED | ⬇ **ABSENT** | Whole-corpus term measure: `jinās` = 1 incidental hit (`P17-TAFSIR/D1/consensus_75_23.json`); `ṭibāq` = 0 · `sajʿ` = 0 · `muqābala` = 0. The third balāghah science has no layer and no ledger domain |
| F6 | Classical lexicography | PRESENT | ⬇ **TOUCHED** | **No classical lexicon text is in the corpus.** `00-CORPUS/acquired/` holds gharib · irab_treebank · qiraat · shia_wave1 · sunni_wave3 · waqf_text · wave56 · wave7 — and `acquired/gharib/` contains only `_META.json`: *"SOURCE-LOCATED, TEXT-EXTRACTION AWAITED … image scan with no OCR text layer"*. No Lisān · Maqāyīs · Ṣiḥāḥ · Qāmūs · Tāj al-ʿArūs. Glosses are tafsīr-derived (`P19-LANGUAGE/D2-SEMANTICS/semantics_layer.json`) |
| F7 | Computational lexicography | PRESENT | ✅ **PRESENT** | `P19-LANGUAGE/D1-ROOTS/root_registry.json` — 1,651 roots · 4,335 lemma keys · 50,269 word positions; 399 hapax roots · 552 Makkī-only · 200 Madanī-only |
| F8 | Jahili poetry & witnesses | PRESENT | ⬇ **TOUCHED** | Ledger carries 10 nodes "The poetry witnesses — unit 1/10…10/10" (n 15141–15150). Artifact `P30-SIGHAH/D-B5-FIRST-LANGUAGE/first_language_seed.json` = **2 seed entries**; `program_awaited: "systematic harvest of shawāhid … across all 37 works"`. Pool in `D-B6-DRIFT` = 30 |
| F9 | Arud (prosody) | TOUCHED | ⬇ **ABSENT** | `baḥr` (as metre) · `tafʿīla` · `wāfir` · `kāmil` = **0** across `build/`; `rajaz` = 2, both inside `shamail_candidates.json` as narrative. `W5-T10/fawasil_layer.json` is a **verse-final-letter census** (ن 3,124 · ا 1,216), not ʿarūḍ |
| F10 | Semitic linguistics | ABSENT | ✅ **ABSENT** | `syriac`/`aramaic`/`cognate` = 44 hits over 12 files, every one a bibliographic line in a `SOURCES.md` or an incidental tafsīr string. No layer |
| F11 | Arabic dialectology | ABSENT | ⬆ **TOUCHED** | `P31-MIZAN/W1-L9/qiraat_layer.json` v2 — Ḥafṣ 6,236 vs Warsh/Qālūn 6,214 verses, whole-sūrah rasm census, KFGQPC-sourced. The lughāt substrate exists; but `gap_register.json` declares "The seven aḥruf transmissions" **ABSENT** |
| F12 | Phonetics & phonology | TOUCHED | ⬆ **PRESENT** | Three built layers: `W1-L1/madd_layer.json` 46,129 positions in 7 classes · `W1-L2/nun_system_layer.json` 13,960 positions (ikhfāʾ 5,887 · idghām-w-ghunnah 2,986 · iqlāb 513) · `W1-L3/qalqalah_layer.json` 3,415 positions by letter |
| F13 | Historical linguistics | TOUCHED | ✅ **TOUCHED** | `P30-SIGHAH/D-B6-DRIFT/drift_register.json` = **2 entries** against a 100-node ledger domain; `program_awaited` declared. Lawful, but thin |
| F14 | Sociolinguistics | ABSENT | ✅ **ABSENT** | 0 occurrences outside `p41_council.py` |
| F15 | Stylistics | ABSENT | ✅ **ABSENT** | `stylistic`/`uslūb` = 2 files, one a bench review, one the Council engine |
| F16 | Comparative rhetoric | PRESENT | ⬇ **TOUCHED** | `P19` domain "Balāghah & semantics" = 100 ledger nodes, but all 100 sit in the boilerplate block template (Sources & licences / Acquire / Hash & seal …). No comparative-rhetoric artifact exists; the 1,152 `balāgha` hits are inside quoted tafsīr text |
| F17 | Arabic paleography | ABSENT | ✅ **ABSENT** | `paleograph`/`codicolog`/`kufic` = 0 outside the Council engine |
| F18 | Calligraphy | ABSENT | ✅ **ABSENT** | This bench's first probe scored 10 ledger hits on `khaṭṭ` — **all false**: they match ʿUmar ibn al-**Khaṭṭāb** (n 7202, 7212, 7222 …). Literal `calligraph` = 0 outside the engine |
| F19 | General theoretical linguistics | ABSENT | ✅ **ABSENT** | 5 files, 4 self-referential |
| F20 | Syntax–semantics interface | ABSENT | ✅ **ABSENT** | 3 files, all self-referential |

### G · Logic, philosophy & method (17 areas)

| # | Area | v1 | BENCH 3 | Evidence (file · measure) |
|---|---|---|---|---|
| G1 | Mantiq (classical logic) | TOUCHED | ⬇ **ABSENT** | v1's TOUCHED came from its alias `"logic"` (`p41_council.py:172`) — an English common word. Literal `manṭiq` = **4 hits, all in `framework/p41_council.py`**. No qiyās manṭiqī / ḥadd / burhān register anywhere |
| G2 | Modern formal logic | ABSENT | ✅ **ABSENT** | `predicate logic` · `propositional` · `first-order logic` · `truth table` = **0 files** |
| G3 | Epistemology | TOUCHED | ✅ **TOUCHED** | The waqf runs a de-facto evidence-grade vocabulary (`CANDIDATE` / `DERIVED` / `PARTIAL` / `UNMEASURED` / `DECLARED-BY-LAW`, `gap_register.json:_meta.law`), but no epistemology register; literal `epistem` = 17 hits |
| G4 | Metaphysics | ABSENT | ⬆ **TOUCHED** | `metaphys` in 10 files — every one a bibliographic line in `C1-ALLAH/D2-ATTRIBUTES/SOURCES.md` and `D8-CREATION-BEFORE-HIM/SOURCES.md` |
| G5 | Philosophy of language | TOUCHED | ⬇ **ABSENT** | 2 files: one is the Council engine, one an incidental string in `P17-TAFSIR/D1/consensus_113_1.json` |
| G6 | Philosophy of science | TOUCHED | ⬆ **PRESENT** | Practiced, not merely named: `P30` domain "C7w · The verification engine", block "Falsifiability taught" (n 16271–16280); `D-C7-TRAILS/verification_trails.json`; known-positive law at `p40_gates.py:30-40`. Uneven — see Finding 4 |
| G7 | Philosophy of religion | TOUCHED | ⬇ **ABSENT** | 3 files, all self-referential |
| G8 | Philosophical ethics (akhlaq) | TOUCHED | ⬆ **PRESENT** | `framework/adab_scan.py` is a live shared engine (the exaltation law, name-context law, field-exemption decree) invoked as the domain gate in every `gates_audit_record.json`. Defective — see Finding 2 |
| G9 | Falsafah heritage (Farabi/Ibn Sina) | TOUCHED | ✅ **TOUCHED** | 49 files; hits are bibliographic (`SOURCES.md`) or narrative inside `shamail_candidates.json`. No documented-positions register |
| G10 | Tasawwuf (documented) | PRESENT | ⬇ **TOUCHED** | v1's PRESENT is a **homonym artifact**: the 100 ledger points that match `iḥsān` are `P33 THE RIJAL UNIVERSE → R20 · The al-Iḥsān register` (n 31801+) — Ibn Balbān's rearrangement of *Ṣaḥīḥ Ibn Ḥibbān*, a **ḥadīth** work. Literal `tasawwuf` appears in 15 files, all incidental |
| G11 | Hermeneutics | ABSENT | ✅ **ABSENT** | `hermeneut` = 2 hits, both in `p41_council.py`. The waqf *operates* a hermeneutic (never-adjudicate, agreement-documented/difference-preserved, `D-C3-TAXONOMY/loss_taxonomy.json`) with no discipline-named register — see Finding 20 |
| G12 | Semiotics | ABSENT | ✅ **ABSENT** | 1 file (the engine) |
| G13 | Jadal & argumentation theory | TOUCHED | ⬆ **PRESENT** | The ledger carries "Integrator adversarial audit" as a block replicated across pillars (n 86, 186, 286 …, 242 points on this bench's probe); executed in 60+ `reviews/PANEL-*.md` sittings with named Adversary seats (`p41_council.py:145 ROLES`) |
| G14 | Philosophy of mind | TOUCHED | ✅ **TOUCHED** | The `nafs`/`rūḥ` material is C6 theology (n 4501 "Death & the soul"), not philosophy of mind. 114 files, all incidental |
| G15 | Phenomenology | ABSENT | ✅ **ABSENT** | 3 files, 2 self-referential |
| G16 | Aesthetics | ABSENT | ⬆ **TOUCHED** | `P30` domain "A8 · Form pages & the atlas" — al-Raḥmān's 31-refrain structure (8+7+8+8), n 14521–14530. A formal-beauty layer exists; the discipline is unnamed |
| G17 | Philosophy of mathematics | PRESENT | ⬇ **ABSENT** | v1 matched the bare token `mathematics`. This bench's probe: **0 ledger points**, 5 files, all self-referential. No mathematical-object / abstraction register |

## PART 2 — THE FINDINGS (25, worst first)

| # | Finding | Area(s) | Cell | Sev | Centre | THE FILL |
|---|---|---|---|---|---|---|
| 1 | **The coverage matrix is self-contaminating and non-idempotent.** `p41_council.py:163` globs `build/*/*.json`, which includes its own output `build/P41-COUNCIL/coverage_matrix_v1.json` — a 9.6 KB file listing all 313 area names verbatim. This bench re-ran the v1 probe logic against the files that exist now: **88 of 88 ABSENT cells flip to TOUCHED**, and **88 of 88** hit inside the matrix file itself. A second run of the engine reports `ABSENT 0`. The instrument that decides what the waqf knows about the Qurʾān-centred sciences cannot survive being run twice. | T1, T2 | PRESENT | **HIGH** | (a) | **Engine**: exclude `build/P41-COUNCIL/**` and the charter from the probe corpus; add an idempotence gate `G32` that runs the probe twice and asserts identical totals (negative control: inject a fake area name into the matrix file and require the gate to FIRE). ~0 new nodes. |
| 2 | **The adab module would rewrite verbatim scripture and ḥadīth.** `framework/adab_scan.py:16-24` exempts fields by *name*; the schema has moved past it. Running `sweep()` over the late layers returns **4,446 violations in 13 files**, all in `hadith_en` and `verse_en` — verbatim translation strings. `exalt()` shares that exemption list (`adab_scan.py:47`), so an exaltation pass over `P36-BENCH/bench_pack_*.json` — **the packs prepared for the human bench** — would mutate 4,446 quoted ḥadīth and Qurʾān-translation strings. The adab law and the verbatim law are in live collision and nothing detects it. | G8, T4 | PRESENT | **HIGH** | (c) | **Engine**: invert the rule — exempt by *provenance flag* (`verbatim: true` stamped by the builder that copied the text), not by field name; add gate `G33` asserting `exalt()` changes zero bytes inside any verbatim-flagged field, with a mutation-reachable negative control. Then re-run the sweep over 26,401–40,000 as the prelim asks. |
| 3 | **`source_sha` is boilerplate, not provenance — and the provenance gate cannot see it.** Independently re-measured this sitting: **203 of the 212** build JSONs carrying a `source_sha` carry `fbc8744a98b3…`, which is `sha256(00-CORPUS/_morphology_raw.txt)` — verified by this bench (`hashlib` re-hash → exact match). Layers built from tafsīr, sīrah, rijāl and ḥadīth corpora that never open that file still seal it. `PANEL-P32-TREEBANK.md` F1 found 164; `repair2_ledger.json` carries it OPEN at 48/164 = 29.3% fixed; **it has grown to 203.** Worse: gate G18, named PROVENANCE, only checks membership in a 3-element allow-list (`p31_w9_gates.py:24,53`) — it is structurally incapable of failing on this defect. | T7, T2 | PRESENT | **HIGH** | (a) | **Engine**: builders stamp `sources_read: [{path, sha256}]` computed at read time; G18 rewritten to assert every declared path was opened by that builder (import-time hook), negative control = a layer stamped with a sha it never read must FIRE. Then a one-pass re-stamp of the remaining 203 files. |
| 4 | **The pre-seal battery's negative control is decorative.** `p40_gates.py:3` claims *"every gate carries a negative control that must FIRE"*. There is **one** control, `p40_gates.py:63-70`, and it is a closed loop: it constructs `["999:999"]`, checks it against a set it also constructed, raises, catches its own raise, sets `fired=True`. It exercises **no** code path in G27–G31; mutating any of the five gates leaves it firing. Separately, the older battery `G18-G21` has **no** control at all, and scans **91 of the 1,466** JSON files under `build/` (`p31_w9_gates.py:26` globs only `P31-MIZAN/*/*.json`). The prelim audit's `batteries: GREEN` therefore certifies 6.2% of the build. | T2, G6 | PRESENT | **HIGH** | (a) | **Engine**: one control **per gate**, each a real mutation of the artifact the gate reads (copy → corrupt → assert RED → restore); extend the battery glob to all of `build/`, publishing `files_checked` against `files_present` so the coverage ratio is on the face of the report. |
| 5 | **31% of the 40,000 points are textually indistinguishable from another point.** Measured on the canonical ledger: 40,000 points reduce to **27,592 distinct (pillar, domain, block, title, purpose) tuples** — i.e. **12,408 points (31.0%) duplicate another point on every descriptive field**, separated only by `n`. **12,600 (31.5%)** carry titles of the literal form `"… — unit N/10"`. **38,450 (96.1%)** sit inside a fixed 20-name block template. 950 RESERVE nodes carry no title at all. The "40,000 points" figure is honest as a *unit of work commissioned*; it is not a count of 40,000 distinct research propositions, and nothing in the artifact says so. | T1, T3 | PRESENT | **HIGH** | (a) | **Engine**: add `distinct_propositions` beside `points_total` in the ledger's `totals`, computed as this bench computed it, and print both on every reader-facing surface. **No node deletion** — the work is real; the *label* is what must be exact. |
| 6 | **The waqf's own honesty ledger is stale and now understates the build.** `P30-SIGHAH/D-D9-CERTIFICATION/gap_register.json` (built 2026-09-03 14:30, 87 dimensions, 52 ABSENT / 28 PARTIAL) is contradicted by **at least 23** layers built after it: "I'rab ROLES … ABSENT" vs `W4-S1` (6,236 verses, فاعل 16,691) · "Taqdīm/taʾkhīr … ABSENT" vs `W5-T7` · "Istithnāʾ … ABSENT" vs `W4-S4` (105 positions) · "Ḍamīr al-faṣl … ABSENT" vs `W5-T9` · "Fawāṣil … ABSENT" vs `W5-T10` · "Verb weakness … ABSENT" vs `W2-P9` (19,329) · "Transitivity valence … ABSENT" vs `W2-P10` (18,202) · quadriliteral, plurals, tasghīr/nisba, diptote, definiteness, tanwīn, sister-systems, particle disambiguation, madd, ghunnah/idghām/ikhfāʾ/iqlāb, qalqalah, waqf signs, sajdah, muqaṭṭaʿāt, qirāʾāt. Meanwhile every one of those node ranges is marked `panel-sealed`. A register that drifts in the *generous* direction still breaks the instrument. | T4, T11 | PRESENT | **HIGH** | (a) | **Engine**: `gap_register.py` re-run as a **derived** artifact — each row's status computed from the existence + totals of its `assigned_nodes_P31` layer, never hand-set; gate `G34` fails the seal if any row's status disagrees with its layer. |
| 7 | **The ʿilm al-bayān layer measures the wrong thing, and its own showcase proves it.** `framework/p31_w5_t2.py:26` does `b.find(m)` — a bare substring scan with no word boundary and no morphological guard — over whole tafsīr entries, then reports `verses_with_bayan_discussion: 5,364` (**86% of the Book**). Three of the **six exemplars the layer itself publishes** are false for its stated purpose: (1:1, saadi) `منتظرون لمجازاته` — *awaiting His recompense*, root ج-ز-ي, not majāz; (1:1, tabari) `مجاز القران` — the **book title** of Abū ʿUbayda; (1:1, zamakhshari) `كاف التشبيه` — a **naḥw** discussion of the particle kāf. This bench measured the substring class over the first 20 shards: 984 `مجاز`-substring tokens, of which the unambiguous recompense forms (`المجازاة`, `مجازاته`, `مجازيهم`, `ومجازه`) are a standing, uncounted contaminant. And `per_verse_terms` gives 1:1, 1:2 and 1:3 the **identical** four terms. | F4 | TOUCHED | **HIGH** | (a)(c) | **Engine** + **HUMAN seat**: word-boundary + Arabic clitic-aware matching, and locus-level anchoring (which *word* of the verse the commentator calls majāz), not entry-level. Then **~100 nodes at P31 W5** for a real per-verse bayān register joined into the TVF, as the gap register's own repair program specifies. Verdicts on figurativeness stay with the balāghah tradition — a **human balāghah seat** confirms a sample before the register is published. |
| 8 | **The Council reviews itself.** `preliminary_audit.json` records `human_verdicts: 0` and `human_reviews_received: 0`. Across the whole waqf, `inter-rater` · `kappa` · `blinded` · `double-blind` = **0 occurrences**. Every one of the 60+ `PANEL-*.md` sittings was produced by the same system that built the artifact, with no independence measure and no calibration. Bench 3 is itself an instance of the problem and says so. | T5 | TOUCHED | **HIGH** | (a) | **HUMAN seats — the decisive open layer.** Minimum viable: 3 human scholars (one ʿulūm al-Qurʾān, one ḥadīth/rijāl, one Arabic balāghah) each given the same 30-row sample from `P36-BENCH/bench_pack_*.json` **blind to each other and to the machine verdict**; publish the raw agreement rate. Until that number exists, every "panel-sealed" mark means *machine-reviewed*, and should read so on the face of the artifact. |
| 9 | **No claim in the waqf carries an uncertainty.** Whole-corpus measure: `confidence interval` 0 · `margin of error` 0 · `p-value` 0 · `sampling frame` 0 · `effect size` 0 · `meta-analys` 0 (the single hit is `p41_council.py`'s own area name). Every figure — 80.0% quote-evidence, 59.4% sīrah witness, 5,364 bayān verses, 11,449 classified nouns — is a raw count published as a point estimate. Where a count rests on a sampled or heuristic detector (Findings 7, 12), the absence of an error bar is not modesty, it is a missing measurement. | T3 | TOUCHED | **HIGH** | (a) | **Engine**: for every heuristic detector, a hand-checked validation sample (n≥100) yielding precision/recall with a Wilson interval, stamped into the layer's `_meta` as `detector_precision`; gate refuses to publish a coverage percentage from a detector with no validation record. **~50 nodes**, one per live detector. |
| 10 | **Two of the three balāghah sciences are unbuilt, and one has no ledger domain at all.** ʿIlm al-maʿānī is present only as maʿānī al-ḥurūf (particle tags); its own subject matter measures zero (`musnad ilayh` 6 incidental · `qaṣr` 0 · `faṣl/waṣl` 0 · `ījāz/iṭnāb/musāwāh` 0 · `khabar/inshāʾ` 0). ʿIlm al-badīʿ has **no domain in the 40,000 ledger** and near-zero corpus presence (`jinās` 1 · `ṭibāq` 0 · `sajʿ` 0 · `muqābala` 0). These are not ornamental sciences — they are how the tradition reads the Book's meaning, and iʿjāz al-Qurʾān is argued through them. | F3, F5 | TOUCHED / ABSENT | **HIGH** | (a) | **~200 nodes at P31 (a new W5 wing)**: 100 for maʿānī (musnad/musnad ilayh, qaṣr, faṣl-waṣl, ījāz-iṭnāb-musāwāh, khabar-inshāʾ registers, harvested from the shards) + 100 for badīʿ (jinās, ṭibāq, muqābala, sajʿ/fawāṣil-join). **Acquisition**: al-Suyūṭī's *al-Itqān* (majāz + badīʿ chapters) and al-Sakkākī's *Miftāḥ al-ʿUlūm* — both public domain, Shamela-class text mirrors. |
| 11 | **The waqf holds no classical Arabic lexicon.** `00-CORPUS/acquired/` has eight directories; the only lexicographic entry, `acquired/gharib/`, contains **two metadata files and no text** — `_META.json`: *"SOURCE-LOCATED, TEXT-EXTRACTION AWAITED … image scan with no OCR text layer."* No Lisān al-ʿArab, no Maqāyīs al-Lugha, no Ṣiḥāḥ, no Qāmūs, no Mufradāt al-Rāghib. Every gloss in `P19-LANGUAGE/D2-SEMANTICS` is therefore tafsīr-derived, and the "first-language" law (revelation-era senses enter only with a named early witness) has no lexicon to consult. | F6, F8 | TOUCHED | **MED** | (a) | **Acquisition, first priority for family F**: al-Rāghib's *Mufradāt* and Ibn Fāris's *Maqāyīs al-Lugha* (both public domain; Shamela/OpenITI text mirrors exist — the same channel that landed Tahdhīb and Istibṣār). Then **~100 nodes at P30 B5** to join lexicon senses to the root registry's 1,651 roots. |
| 12 | **The shawāhid programme is two rows.** `D-B5-FIRST-LANGUAGE/first_language_seed.json` holds **2 seed entries** (107:7 al-Rāʿī, 47:18 via Ṭabarī) against 10 sealed ledger nodes titled "The poetry witnesses"; `program_awaited: "systematic harvest of shawāhid … across all 37 works"`. `D-B6-DRIFT/drift_register.json` holds **2 entries** against a 100-node domain; `D-D3-MISREADING/misreading_register.json` holds **0** (lawfully, and it says so). The refusal to invent is exactly right; the sealed status on the nodes above them is what overstates. | F8, F13 | TOUCHED | **MED** | (a) | **Engine**: a shawāhid extractor over the 29 tafsīr editions already on disk — the commentators' own citation formulas (`قال الشاعر`, `وأنشد`, `ومنه قول`) are mechanically findable; every hit is a CANDIDATE until a named poet is resolved. Expected yield in the low thousands. No new acquisition needed. |
| 13 | **ʿArūḍ is absent, and with it the tradition's own answer to the shiʿr charge.** `baḥr` (metre) · `tafʿīla` · `wāfir` · `kāmil` = 0 across `build/`. The Book itself records the accusation (21:5, 36:69, 52:30, 69:41) and the tradition answers it on ʿarūḍ grounds — that the Qurʾān fits no metre. The waqf carries the verses but not the discipline that adjudicates the charge. `W5-T10/fawasil_layer.json` (verse-final letters, 130 rhyme-runs of 10+) is the nearest layer and is explicitly not ʿarūḍ. | F9 | ABSENT | **MED** | (a) | **~100 nodes at P31 W5**: a *documented* ʿarūḍ register — the sixteen buḥūr and their tafāʿīl as the tradition defines them, joined to the fawāṣil layer, plus the transmitted iʿjāz arguments on 21:5/36:69 quoted verbatim from the shelf. Never a verdict of this waqf's own. |
| 14 | **The five-maf ʿūl system publishes three.** `W4-S3/five_mafuls_layer.json` — mafʿūl bihi 10,960 · muṭlaq 412 · li-ajlihi 90 · **fīhi 0** · **maʿahu 0**. The layer declares the zeros honestly (`zarf_axis: "maf ʿūl-fihi meaning rides the zarf labels in this treebank"`), which is correct practice, but the ẓarf field of the Book — a whole category of the naḥw tradition — is consequently **unmeasured**, and the layer title says "the five maf ʿūls". | F2 | PRESENT | **MED** | POLISH | **Engine**: derive mafʿūl fīhi from the treebank's ẓarf labels (they are in the source, unmapped) and mafʿūl maʿahu from the wāw-maʿiyya construction; rename the layer to what it measures until both land. |
| 15 | **A public endowment with no licence.** 2 of 1,466 build JSONs carry a machine-readable licence field; there is **no `LICENSE` file anywhere in the waqf**. The tree simultaneously holds CC BY-**NC**-SA sources (OpenITI: Tahdhīb, Istibṣār), an MIT source (NoorBayan treebank), a GPL-3.0 source, an Unlicense source and public-domain classical texts — and publishes derived layers over all of them with no compatibility statement. A non-commercial clause and a perpetual public waqf are a question that must be answered on paper before distribution, not after. | T10 | TOUCHED | **MED** | (b) | **Artifact + HUMAN seat**: one `LICENSE-WAQF.md` at the root stating the licence of each *derived* layer class and the upstream obligation it inherits, generated from a per-work rights table (`sources_read` from Finding 3 gives the join key). Needs a **human seat in open-licensing / IP law** to sign the NC-compatibility question — this bench documents it and does not answer it. |
| 16 | **"PDF/A-ready" is a flag with nothing behind it.** 126 build JSONs declare `"pdf_a_ready": true` in their education packs; `find . -iname "*.pdf"` returns **0**. The permanence layer's other rows are exemplary — every one names a command that verifies it — which makes this row the outlier. Beyond it: the "mirrors" are same-tree copies and a git tag; there is no off-site replication, no format-migration plan and no scheduled fixity run. A 10,000-year posture with one physical location is one flood. | T9, T8 | TOUCHED | **MED** | (b) | **Engine**: produce the PDF/A files or drop the flag (the honest form is `pdf_a_profile: "declared, unbuilt"`). **Governance**: name a second physical location and a fixity cadence in `charter/`; ~30 nodes at P25 for the migration plan. |
| 17 | **950 nodes cannot be audited at all.** n 39051–40000 carry `title: null` and a purpose that is the reservation notice itself ("500 earned only by landings sealed during this run"). All 950 are marked `panel-sealed`. Their journal history *does* name real landings (wave 7: Ibn Ḥibbān's *Sīra*, *Mashāhīr*, *Mukhtaṣar al-Shamāʾil*; wave 8: *al-Adab al-Mufrad*, 848 KB sealed) — so the marks were earned — but the **ledger's own descriptive fields are empty**, so no reader can check what any individual node claims. ~125 nodes per landed work is a convention nowhere written down. | T4, T1 | PRESENT | **MED** | (a) | **Engine**: back-fill each reserve node's `title`/`purpose` from the landing that earned it (the journal already holds the mapping), and write the nodes-per-landing convention into `charter/`. |
| 18 | **Batch evidence: one line carries 10,000 nodes.** Confirmed independently from `_TRACKER-JOURNAL.jsonl`: 2,158 distinct evidence strings cover all 40,000 marks; the single largest (`PANEL-SEALED: PX1/PX2/PX3 sittings…`) carries **10,000**. This bench sampled six unrelated ranges — bayān (21501+), taqdīm (22001+), istithnāʾ (21301+), fawāṣil (22301+), transitivity (19301+), quadriliteral (18501+) — and every one returned the **same** evidence string. The evidence is honest about *process* and silent about *content*. | T7, T1 | PRESENT | **MED** | (a) | **Engine**: extend the tracker so every node names the **file** its claim lives in, not only the run that marked it. Start with the 12 largest classes (26,260 nodes sit in classes of ≥10). |
| 19 | **The waqf does not document the law that constitutes it.** `wāqif` · `mutawallī` · `nāẓir` · `istibdāl` · `awqāf` appear in 2 files, one being the Council engine. The fiqh of endowment — perpetuity (taʾbīd), inalienability, the conditions of the wāqif as binding as the text of the Lawgiver, the schools' positions on istibdāl and on a waqf of non-corporeal property (which is what a digital corpus *is*) — is nowhere. Every other pillar documents its own science; the pillar that names the whole project does not. | T12 | ABSENT | **MED** | (b) | **~100 nodes at P25**, documented never adjudicated: the four Sunnī positions plus the Jaʿfarī on the constitution of a waqf; the wāqif's conditions as recorded; the classical treatment of a waqf whose corpus is text. **Acquisition**: al-Khaṣṣāf's *Aḥkām al-Awqāf* and Ibn Qudāma's *Mughnī* (waqf chapters), both public domain. |
| 20 | **The waqf runs a hermeneutic it has never named.** Its interpretive law is explicit and consistent — *agreement documented, difference preserved, quotation verbatim, never adjudicated* (`classical_layer_dataset.json:_meta.law`, present across all 20 pillars) — with a graded epistemic vocabulary (CANDIDATE / DERIVED / PARTIAL / UNMEASURED / DECLARED-BY-LAW) and a loss taxonomy (`D-C3-TAXONOMY/loss_taxonomy.json`, 5 classes with measured counts). That is a hermeneutic theory in operation. It is written nowhere as a theory, so it cannot be attacked, defended or taught — and the classical uṣūl vocabulary it parallels (ẓāhir/naṣṣ/mufassar/muḥkam, dalāla, taʾwīl and its conditions) never appears beside it. | G11, G3 | ABSENT | **MED** | (a)(c) | **~100 nodes at P20**: one register stating the waqf's interpretive law formally, mapped clause-by-clause onto the classical uṣūl categories it corresponds to, with the tradition's own definitions quoted. A **human uṣūl seat** reviews the mapping before it is sealed. |
| 21 | **Manṭiq is claimed and absent.** The v1 cell rested on the alias `"logic"` (`p41_council.py:172`) — an English word that appears throughout the engine prose. The discipline itself: `manṭiq` = 4 hits, all in the Council engine. The waqf's jadal practice is real (Finding G13) but the tool-kit the mutakallimūn and uṣūliyyūn actually used — ḥadd, burhān, the forms of qiyās, the fallacy register — has no presence, which matters because the panel sittings *argue*, and argue without a named standard of validity. | G1 | ABSENT | **MED** | (a) | **~100 nodes at P20**, documented: the classical manṭiq apparatus as the tradition transmits it (al-Ghazālī's *Miʿyār* / al-Abharī's *Īsāghūjī*, both public domain), joined to the panel-sitting schema so a finding can name the inference form it uses. |
| 22 | **Tasawwuf's PRESENT is a homonym.** The 100 ledger points that made the v1 probe fire on `iḥsān` are `P33 → R20 · The al-Iḥsān register` — Ibn Balbān's rearrangement of *Ṣaḥīḥ Ibn Ḥibbān*, a ḥadīth collection. This is a clean example of the class of error the v1 law warns about, and it is worth recording as a method fact: **a keyword floor over transliterated Arabic will fire on book titles.** | G10, T1 | TOUCHED | **MED** | POLISH | **Engine**: the matrix probe carries a per-area *exclusion* list (work titles that contain the area's own keyword), and every PRESENT cell must name the ledger `n` that justified it, so a homonym is visible on the face of the matrix. |
| 23 | **The dual-detector's honest majority is "no detector yet".** `D-C2-FIDELITY/fidelity_matrix.json` totals: dropped-or-unclear 384 · preserved 234 · compensated 3 · absent 69 · **no-detector-yet 4,830**. That is 90.2% of the matrix undetected, and the field name says so plainly — excellent practice. The finding is that the *derived* figures (per-edition summaries, the L1–L5 loss classes) are published beside it without the 90.2% caveat travelling with them. | F2, T3 | PRESENT | **LOW-MED** | (a) | **Engine**: propagate `coverage_denominator` into every derived summary so no percentage can be read without its base; ~0 new nodes. |
| 24 | **Aesthetics and philosophy of mathematics were both scored wrong in opposite directions** — Aesthetics ABSENT while `P30 A8`'s 31-refrain atlas of Sūrat al-Raḥmān is a formal-beauty layer with 20 ledger nodes; Philosophy of mathematics PRESENT on the bare token `mathematics` with **0** ledger hits. Both are small, and both are the same defect: three-token probes over multi-word discipline names. | G16, G17 | TOUCHED / ABSENT | **LOW** | POLISH | **Engine**: probe on the discipline's *technical vocabulary*, not its name (this bench's term sets are reusable); require ≥2 independent terms before a cell may read PRESENT. |
| 25 | **OPINION — the bench's own standing.** This bench found 24 file-evidenced weaknesses in a build that has passed 60+ prior sittings, which suggests the marginal return on machine review is not yet exhausted; but this bench cannot measure its own reliability, has no calibration set, and is the same kind of instrument as the thing it audited. Its verdict should be weighted accordingly. **Marked OPINION: no file measures this.** | T5, T1 | — | **LOW** | (a) | **HUMAN seat.** The same three-scholar blind sample of Finding 8, extended to re-judge 10% of *this bench's* 24 evidenced findings. Until that runs, treat this report as a machine reading. |

## PART 3 — WHAT THIS BENCH SAW THAT IT WANTS ON THE RECORD

**The build is not padded and it is not fabricating.** Every artifact this bench opened contained
what it said it contained; the re-derivable counts re-derived; the refusals are real refusals
(`misreading_register.json` = 0 entries, "empty is a lawful state"); the honest zeros are published
(`maf'ul fihi: 0`, `no-detector-yet: 4,830`). The morphology, the tajwīd triplet, the treebank
landing and the root registry are genuine scholarship at scale, and the naḥw coverage — 6,236 of
6,236 verses with the tradition's own relation labels transmitted verbatim — is the strongest
single artifact this bench measured.

**Every one of the 25 findings above is a defect of *declaration*, of *instrument*, or of
*absence* — not of invention.** That distinction is the whole verdict. Findings 1, 3, 4 and 6 share
one root: **the waqf's self-measuring instruments are weaker than the work they measure.** A matrix
that flips 88 cells on a second run, a provenance gate that cannot fail on the provenance defect, a
negative control that tests itself, and an honesty ledger that has drifted generous — these four
fixed together would cost less than one wave of building, and until they are fixed no seal on this
build means what a reader will take it to mean.

**And the central law is still the central gap.** The prelim measured it and this bench confirms
it from a different direction: the evidence infrastructure reaches 59–80% of the Book, the meaning
layers built through the sirah/sunnah/hadith lens reach 1.4–2.3%, and the three sciences by which
the tradition *derives* meaning from the Arabic — maʿānī, bayān, badīʿ — are respectively
particle-only, substring-matched, and unbuilt (Findings 7, 10). The witnesses are gathered. The
reading has barely begun.

---

**BENCH 3 VERDICT: SEAL WITH GAPS — the F/G/T evidence is real and honestly built, but four
self-measuring instruments (coverage matrix, provenance gate, negative control, gap register) are
structurally unable to fail on the defects they exist to catch, and until they are repaired and the
first human sitting is convened, "panel-sealed" must read on its face as *machine-reviewed*.**
