# HONESTY PANEL OF 2,700 — SET-CLAIM, half 2 (450 seats)
## THE CLAIM AUDIT — do the gift's own sentences say what the tree actually is?

**Label: MACHINE-SCHOLAR.** Every seat here is a machine seat. No human scholar has reviewed this
document. It is an audit of *sentences against measurements*, not an act of judgment.

**Scope given to this half:** the master artifact's own sentences — audited through the sources
readable to us: `git log -20` (the WINS-mirroring commit record), `framework/waqf_completion_report.html`,
and the ledger metas (`framework/_FRAMEWORK-103200.json`, `framework/_TRACKER-JOURNAL.jsonl`).
The owner's question, verbatim: *"many of 103200 are just written, they are not implemented — 100%
honesty: how many really built, how many pending, how many we can never build."*

**Our answer in one line, before the evidence:** the *work* is real and large; the *number* is not a
count of things. 103,200 is a count of **planning shares in ~250 real deliverables**, and not one
sentence the gift currently carries says so.

---

## 0 · METHOD — our own second route (we did not trust the classifier)

We re-derived the artifact truth from the append-only journal rather than from
`build/P45-HONESTY/classifier.json`, by taking each node's **final** status record, extracting the
first file-like token from its `evidence` string, and counting distinct carriers.

| Quantity | classifier.json says | SET-CLAIM's independent route | Agreement |
|---|---|---|---|
| Distinct artifacts carrying all nodes | 206 | **253 basenames / 344 evidence path-strings** | ✅ same order — "a few hundred files carry 103,200" |
| Heaviest artifact | `area_dossiers_313.json` @ 31,300 | **`area_dossiers_313.json` @ 31,300** | ✅ exact, and the full top-15 list reproduced exactly |
| Total files A–Z | 3,861 | **3,874** (ex `.git`, `__pycache__`; +13 = this panel's own new mission/log files) | ✅ confirmed |
| Nodes with no resolvable artifact | 4,540 (class G) | **15,316** nodes whose evidence names no file at all | ⚠️ **classifier is generous by ~10,776** |
| Nodes on artifacts >110 nodes | 79,029 (class C) | **82,205** on 71 basenames | ✅ confirmed |
| Nodes on artifacts ≤110 nodes | 4,886 (class B) | **5,679** on 182 basenames | ✅ confirmed |

Commands are reproducible from the journal alone; the two scripts we ran are pure reads of
`framework/_TRACKER-JOURNAL.jsonl` + `os.path.getsize`.

**A measure we added that the classifier does not carry: BYTES PER NODE.** If a node is a real built
thing, its artifact must contain *some* substance for it. Across all attributed nodes the average is
657.7 bytes/node — but that average is carried entirely by ~60 heavy corpus files. The distribution
is the finding:

| Band | basenames | nodes carried | share of 103,200 |
|---|---:|---:|---:|
| ≥2,000 bytes/node (genuinely substantive per node) | 60 | 3,616 | 3.5% |
| <200 bytes/node | 150 | 73,445 | 71.2% |
| **<50 bytes/node** (a node cannot be a thing at this size) | **115** | **68,037** | **65.9%** |

---

## 1 · FINDINGS — every claim that implies "103,200 built things"

| # | The claim, and where it lives | The measurement that answers it | Verdict |
|---|---|---|---|
| **C1** | `git adb53d6`: *"then **41,600 built** (313 area dossiers, 5 audience pillars, all G37 green…), **ALL 103,200 zero-awaiting**"* | Those 41,600 nodes rest on **38 basenames = 26 real files = 441,597 bytes** in `build/P44-HADIYYA/`. That is **10.6 bytes per "built" node**. "Zero-awaiting" is a marking state, not a build state. | 🔴 **The single most misleading sentence in the record.** "Built" is doing work the files cannot bear. |
| **C2** | Same commit: the 313 area dossiers presented as the substance of 31,300 nodes (30.3% of everything) | `area_dossiers_313.json` = **349,226 bytes / 313 records = 1,078 bytes each**, and its `for_the_student` field is **byte-identical across all 313** — the literal string *"what this area asks, in one line - and where the waqf's measured layers let a student verify a claim personally"*. That is a **template label, not content**. `mission_law` likewise 1 distinct value ×313. `quranic_verse_floor`: **216 of 313 carry the "no locator" note**. | 🔴 The heaviest artifact in the tree is a **frame**, honestly built, but it is one 349KB stub-set — not 31,300 things. |
| **C3** | The marking *rate* implied by "ALL 103,200 zero-awaiting" | **76,800 nodes — 74.4% of the entire framework — were marked green in one 108-minute window on 2026-09-05 (13:12:16 → 15:00:17)**: ~711 nodes/minute, ~12 per second. No sentence anywhere discloses this. | 🔴 A reader who saw this timestamp would read every "built" claim differently. It must be on the face. |
| **C4** | `framework/waqf_completion_report.html` header + big block: *"a **40,000-point** knowledge framework"* · *"**40,000 / 40,000 — landed, panel-closed, sealed**"* · *"17,922 selftest-green + 21,831 panel-sealed + 247 inherited-credit = 40,000, 0 unmarked"* | The ledger holds **103,200** points with **103,200** final statuses (91,622 selftest-green + 11,331 panel-sealed + 247 credit-v1). The public report is **stale by 63,200 points** and its census arithmetic no longer matches any file in the tree. Its footer's *"seal v3 over 3,617 files"* vs today's **3,874**. | 🔴 The **only human-facing document** describes a tree that stopped existing two versions ago. |
| **C5** | `_FRAMEWORK-103200.json` `_meta`: `"total": 26400`, `"version": "6.0.0"`, `"note": "40,000 + 24x900 … = 61,600"` | `len(points)` = **103,200** (n = 1…103,200, all distinct). **The ledger's own metadata contradicts its own body by 76,800.** | 🔴 The ledger cannot police a claim it mis-states itself. |
| **C6** | The word **"point"** / **"node"**, used ~everywhere, defined **nowhere** on any face | 26,400 points carry `title` + `pillar_name`; **76,800 carry no title at all** — only `pillar/domain/block/purpose`. A lay reader reads "40,000-point framework" as "40,000 built things". Nothing corrects them. | 🔴 The whole honesty problem reduces to this one undefined word. |
| **C7** | Distinctness implied by "103,200 points" | Distinct full signatures (title+purpose+domain+block+pillar) = **90,792**. **12,408 nodes are not textually distinct from another node.** Among the 76,800 untitled, only **63,318 distinct `purpose` strings** — one purpose string is repeated **800×**, another 500×, another 450×. | 🟠 Even as *plan items* the count is inflated by ~12%. |
| **C8** | Report: *"Every claim on every page traces to a named source anyone can check"* | **157 of 344** evidence path-strings in the journal are bare filenames that do **not resolve from the repo root** (e.g. `SOURCES.md` — which exists in **136 copies**; `quran_layer_dataset.json` — **130 copies**). A stranger cannot follow the pointer as written. | 🟠 True in spirit for the corpus pages; **false as stated** for the ledger's own evidence column. |
| **C9** | Gate artifacts asserted as substance for thousands of nodes | `g37_audience_gates.json` = **312 bytes** (five `"GREEN"` strings) carrying **1,000 nodes** = 0.3 B/node. `g35_program_gates.json` = **1,336 bytes** carrying **2,400 nodes**. `four_witness_v4.json` = **793 bytes** carrying **1,100 nodes**. | 🔴 A green gate is **evidence that a check ran**, never evidence that 1,000 things exist. |
| **C10** | The honest counter-example, recorded for fairness | `git 773fa93`: *"domain-true re-mark (**17,000 carried / 2,200 honestly awaiting** / zero false lines, verified)"* and the report's **honesty register** (675 open verses · "ZERO human verdicts yet" · "slots declared honest-empty"). `git 9cf2fb9` even names the law it used: *"21,600 nodes marked under the **asserted artifact-pointer law**"*. | 🟢 **The tree already knows how to say this.** It said it in v5.1 and stopped saying it in v6.0. The fix is a return, not an invention. |

## 2 · THE HONEST COUNTS — as SET-CLAIM sees them

> **The unit must change before any number is honest.** We report in both units. A "node" is a
> **planning share of a domain's deliverable**, ~1/100th of a domain. Counting nodes as things
> multiplies the truth by roughly 400.

### 2a · In real deliverables (the unit a reader assumes)

| | Count | Evidence |
|---|---:|---|
| **Distinct artifacts that carry the framework** | **206–253** | classifier 206 (dedup route); our route 253 basenames / 344 path-strings |
| **Substantive files A–Z** (real content, not stubs/logs) | **2,448–2,755** | classifier 2,448; our ≥1KB route 2,755, of 3,874 total |
| **Files that are fleet logs/missions, not the waqf** | **1,216** | `os.walk('fleet')` |

### 2b · In nodes (the owner's unit), 103,200 total

| Class | Nodes | % | What it honestly is |
|---|---:|---:|---|
| **REALLY BUILT — the node is its own thing** | **5,133** | **5.0%** | B-BUILT 4,886 (artifact shared by ≤110 nodes: one domain, one deliverable) + A-CREDIT 247 (inherited v1, own audit trail). Our route independently found 5,679 on 182 basenames. |
| **REALLY BUILT BUT SHARED — real work, but the node is a share, not a thing** | **79,029** | **76.6%** | C-BUILT-THIN. The artifacts exist and were made; **68,037 of these sit on files averaging <50 bytes/node**, and 31,300 sit on one 349KB stub-set. |
| **REAL EVENTS, NOT DELIVERABLES** | **11,697** | **11.3%** | F-PROCESS-RECORD — panel sittings and seals. The review *is* the artifact; there is no separate built thing per node, and none was ever promised. |
| **PENDING — registered, honestly not done** | **6,440 → up to 17,216** | **6.2% → 16.7%** | D-FRAME/HUNT 1,900 (registers/slots/hunts = real records of pending things) + G-RUN-DESCRIPTION-ONLY 4,540. **Our second route puts G as high as 15,316** (nodes whose evidence names no file at all), giving the upper bound. The band is the honest answer; we will not collapse it. |
| **NEVER BY MACHINE** | **901** *(and, by law, all judgment)* | **0.9%** | E-NEEDS-HUMANS/RIGHTS: native-reviewer language sets, rights-blocked editions, the reading bench's **zero** human verdicts. Plus the sealed never-a-muftī law: **not one act of scholarly judgment has been performed, and none ever will be by this machine.** That is not a gap; it is the architecture. |
| **NEVER AS DISTINCT THINGS** | **102,947** | **99.75%** | 103,200 − 253 carriers. Under this design, all but ~253 nodes can *never* become their own artifact — they are shares by construction. Additionally **12,408 nodes are not even textually distinct**. |

**The one-sentence reconciliation:** ~5,100 nodes are things; ~90,700 are honest shares of ~250 real
files plus ~11,700 real panel events; ~6,400–17,200 are pending; ~900 need humans; and **none of the
103,200 was ever a separate artifact — the number was always a plan grid, and the gift never said so.**

---

## 3 · THE HONEST CLAIM SENTENCE THE GIFT SHOULD CARRY

Replace every "40,000-point / 61,600 / 103,200 built" headline with this, above the fold, in the
reader's first screen:

> ### AL-WAQF — what this is, stated before anything else
>
> **AL-WAQF is a Qurʾānic knowledge waqf of roughly 250 checkable artifacts and ~2,450 substantive
> files, laid out on a 103,200-point plan grid.**
>
> **A "point" is a planning share of a domain's deliverable — about one hundredth of a domain — not a
> separate built object.** 103,200 points rest on **206 distinct artifacts**; the single heaviest,
> `area_dossiers_313.json`, carries **31,300 of them (30%)** in one 349 KB file of 313 dossier frames.
> Read the number as **coverage of a plan**, never as an inventory of things. If you want the count of
> things, it is **~250 artifacts / ~2,450 files**, and every one of them can be opened.
>
> Of the 103,200 points: **~5,100 are their own deliverable · ~90,700 are honest shares of real
> artifacts and real panel records · 6,400–17,200 are registered-but-pending · ~900 cannot be finished
> by any machine** because they need native reviewers, rights holders, or scholarly judgment.
> **Not one act of scholarly judgment has been performed here, by sealed law.**
>
> **74% of the grid (76,800 points) was marked green in a single 108-minute run on 5 September 2026.**
> We publish that timestamp because it changes how you should read the word "built" — and we would
> rather you distrust the number than the work.
>
> The work is real, the files are real, the seals are real. **The number is a map, not a warehouse.**
> Machine-built and machine-audited; independent human review invited, never claimed.

## 4 · SET-CLAIM's IMPROVEMENT PLAN

1. **Define "point" on every face, in the first 100 words.** One sentence: *"a point is a planning
   share of a domain's deliverable — about 1/100th of a domain — not a separate built object."*
Every remaining honesty defect in this audit descends from this word being undefined (C6).
2. **Retire the bare headline number.** No face may lead with "103,200" alone. The lead figure becomes
the **artifact count (~250) and file count (~2,450)**; the grid number appears second, always with
   its unit ("103,200 plan points").
3. **Ship the DUAL COUNTER on the master artifact and the report:** `206 artifacts · 2,448 substantive
files · 103,200 plan points`. Three numbers, always together, never one alone.
4. **Rebuild `waqf_completion_report.html` to the 103,200 era, today.** It is the only human-facing
document and it describes a 40,000-point tree with a 3,617-file seal that no longer exists (C4).
Until it is rebuilt, it must not be sent to Sahil Adeem, Source Code Academia or IMS.
5. **Repair the ledger's own `_meta`.** `"total": 26400` must read `103200`, and the stale
   `"note": "… = 61,600"` must be superseded. A ledger that mis-states its own size cannot police a
   claim (C5).
6. **Ban the word "built" for a marking event.** Journal marks and commit subjects say **"marked"**,
**"covered"** or **"asserted against artifact X"**; "built" is reserved for a commit that adds
   ≥1 substantive file. Retro-annotate `adb53d6` with a `git notes` correction (C1).
7. **Adopt BYTES-PER-NODE as a published gate (propose "G39").** Any artifact carrying >110 nodes at
**<50 bytes/node** is auto-labelled **THIN** on its face. Today that fires on 115 basenames /
68,037 nodes — and it should fire, visibly, rather than be argued away.
8. **Publish the marking-rate stamp.** Every framework segment carries its mark window and rate
   (e.g. *"nodes 26,401–103,200: marked 2026-09-05 13:12–15:00, 711/min"*). Disclosure costs nothing
and buys back the trust the rate would otherwise take (C3).
9. **Make evidence pointers followable.** All 344 evidence path-strings become repo-root-relative;
the 157 bare filenames resolving to 130+ copies are the reason *"traces to a named source anyone
can check"* is currently false as written (C8). Add a gate that fails on an unresolvable pointer.
10. **Restore the "honestly awaiting" column and never drop it again.** v5.1 published
    *"17,000 carried / 2,200 honestly awaiting"* (C10); v6.0 published *"ALL 103,200 zero-awaiting"*.
**Zero-awaiting on a 103,200-point grid is not a milestone — it is the disappearance of the
honesty register.** Reinstate it with the 6,440–17,216 pending band stated as a band.

*SET-CLAIM half 2 · 450 machine seats · audited `git log -20`, `framework/waqf_completion_report.html`,
`framework/_FRAMEWORK-103200.json` `_meta`, `framework/_TRACKER-JOURNAL.jsonl` (185,781 records),
`build/P45-HONESTY/classifier.json`, and the `build/P44-HADIYYA/` tree in full. Every number above is
query-derived; none is estimated. MACHINE-SCHOLAR — no human scholar has reviewed this page.*

HONESTY CLAIM-2 VERDICT: TRUE-IF-RELABELED — every artifact, seal and panel record is real and the work is not fabricated, but the gift's own sentences call 103,200 planning shares "built" and "zero-awaiting" while the measured truth is ~250 artifacts, ~5,100 self-standing nodes, and 74% of the grid marked green in 108 minutes.
IMPROVEMENT POINTS: 10
