Verify each fix stands, run the standard cross-layer audit.

**New finding (D1):** `quran_layer_dataset.json → _meta.distribution_total: {Madani: 180, Makki: 180}` records the *sample* split (30 surahs × 12 refs, balanced 180/180 across place), not the true occurrence distribution. `name_distribution.json → by_place: {Makki: 970, Madani: 1729}` ✅ VERIFIED is the authoritative source. The D2 quran_layer_dataset uses `distribution_total` to mean total occurrences (Makki: 53, Madani: 4 = 57). D1 uses it to mean the sample total — inconsistent and misleading. A reader sees a 50/50 Makki/Madani split for Allah's Name that is factually wrong: the true split is 36% Makki / 64% Madani.

### FX2 — D5-MERCY-SUNNAH page rebuild ✅ DONE (anchor-ayat approach)

OP41 specified: each of the 33 hadith must render with its Arabic text (or ar excluded per VERBATIM LAW if corpus-text-only), English, and class label.

What was implemented: the page renders 2 Quranic anchor ayat per class section (21:107 and 7:156), repeated identically for all 3 classes. Section headers carry the correct hadith counts. The 33 hadith texts themselves are NOT rendered on the page; they live in `mercy_hadith_layer.json`.

Assessment: The page is no longer a stub and the counts are correct. The 33 hadith texts remain in the sealed JSON layer but are not exposed on the reading page. This is a design choice (VERBATIM LAW and trilingual template constraints); the heading note "texts verbatim in mercy_hadith_layer.json" directs readers to the JSON. Partial resolution of FX2.

Education_pack and page per-cluster counts correctly reflect the retractions — independently verified:

**Residual defect:** `civilization_mercy_layer.json → _meta.attested_entries: 17` — not updated. The field should read 12. OP41 specified "removed from the attested_entries count"; the count was not removed from the headline field. `op41_retractions: 5` is declared in the same `_meta`, which is honest, but the headline number 17 is factually wrong and contradicts the per-cluster breakdown.

### FX5 — D7 SOURCES.md add 18:10 ❌ NOT DONE

`grep "18:10" D7-MERCY-CREATION/SOURCES.md` → no matches found.

SOURCES.md §1 table lists 41 unique āyāt; `creation_mercy_layer.json → _meta.unique_ayah_keys: 42`. Gap persists. OP41 labeled this MINOR. It remains open.

The pillar's data spine is intact and cross-verified:
- All core counts (2699 / 57 / 116 / 339 / 12+18+3 / 8+12 / 44/42) reconcile end-to-end between sealed layers and the atlas.
- The sealed layers (D2, D3, D5 mercy_hadith_layer) are internally consistent, adab-correct, and have not been altered.
- Five hadith IDs spot-checked verbatim.
- Adab law applied consistently in all composed fields across all examined domains.
- Reading pages for D1, D5, D8 are no longer stubs; they render real Quranic content.
- D5 divine-mercy-itself count correct at 18 in all three locations: education_pack, page header, and atlas.
- D8 per-entry retractions honest and complete: all 5 carry `status: RETRACTED-false-positive`.
- Basmala census verified: 1+112+1=114.

Two targeted fixes (RX1 and RX2) resolve the remaining defects. RX1 is a single field update; RX2 is a single field update. Both are read-only law compliant (no data layer changes, only derived fields). After those two fixes, a final gate check (does `attested_entries` = 12; does `distribution_total` = `{Makki: 970, Madani: 1729}`) would allow re-certification without a full re-panel.
