## VERDICT

> ### ⚠️ FIX-FIRST
>
> One blocker stops certification: D4 `rasm_layer.json → rows_classified: 36338` names class-tag assignments as "rows classified", directly contradicting D4 `SOURCES.md` ("30,630 classified rows"), D8 `math_layer.json → rows_classified: 30630`, and D4's own `stats_note` which confirms pairs carry multiple classes. The atlas inherits D4's mislabeled figure. Three minor defects are recorded below. All other counts, pages, Adab markers, and cross-layer figures are consistent and sound.

---

## §1 — CROSS-LAYER COUNT RECONCILIATION

All figures read from sealed layers; independent sums computed below.

### Canonical text spine — verified across D1, D5, D7, D9

| Metric | D1 text_integrity_layer | D5 add_alay_layer | D7 structure_layer | D9 atlas | Status |
|---|---|---|---|---|---|
| Surahs | 114 | — | 114 | 114 | ✅ CONSISTENT |
| Āyāt (Kufan count) | 6,236 | 6,236 | 6,236 | 6,236 | ✅ CONSISTENT |
| Words (simple) | 78,248 | — | — | — | ✅ SOURCE LAYER |
| Letters (simple) | 332,837 | — | — | — | ✅ SOURCE LAYER |
| `sum_equals_total` | — | `true` (self-check field) | — | — | ✅ VERIFIED |

**D1 per-surah ayah sum independently recalculated (selected check):**
S1(7)+S2(286)+S3(200)+S4(176)+S5(120)+S6(165)+S7(206)+…+S112(4)+S113(5)+S114(6) — agreed 6,236 with `_selfcheck.sum_equals_total: true` in D5 and matching D7 structure layer ✅ CALCULATED.

**Shortest surahs confirmed:** S103 (3 āyāt, 18 words), S108 (3 āyāt, 14 words), S110 (3 āyāt, 23 words) — three-way tie at 3 āyāt ✅. Longest surah: S2 (286 āyāt, 6,145 words) ✅.

### D2 — Qirāʾāt

| Metric | qiraat_layer | atlas | Status |
|---|---|---|---|
| Readers (qurrāʾ) | 10 | 10 | ✅ CONSISTENT |
| Riwāyāt held by project | 3 (Hafs, Warsh, Qaloon) | — | ✅ SOURCE LAYER |
| Hafs total Lo-letters | 327,514 | — | ✅ SOURCE LAYER |
| Warsh total Lo-letters | 325,143 | — | ✅ SOURCE LAYER |
| Qaloon total Lo-letters | 325,285 | — | ✅ SOURCE LAYER |
| Āyāt covered by census | 6,236 | 6,236 | ✅ CONSISTENT |

Each of the 10 readers has exactly 2 rawīs sourced from S1 and S2. Three riwāyāt are held as digital texts. Hafs 'an 'Āṣim (the reference text) is the primary corpus `quran.json`. 8 rawīs have CE dates listed; 6 have `"UNSOURCED"` CE dates — correctly labeled ✅.

---

### D3 — Tajwīd

| Metric | tajwid_layer | D8 math_layer | atlas | Status |
|---|---|---|---|---|
| Rules | 19 | 19 | — | ✅ CONSISTENT |
| Grand total instances | 88,496 | 88,496 | 88,496 | ✅ CONSISTENT |

**Rule-count sum independently verified:**
2,032+806+832+496+6,156+129+75+2,656+2,189+43,153+3,891+1,045+5,297+565+3,004+125+3,418+9,854+2,773 = **88,496** ✅ CALCULATED

Largest rule: madd_tabii 43,153 (expected — every natural lengthening). Second largest: r_tafkheem 9,854. All 19 rules individually listed and summed correctly.

---

### D4 — Rasm

| Metric | rasm_layer | SOURCES.md | D8 math_layer | atlas | Status |
|---|---|---|---|---|---|
| Difference classes | 5 | — | — | 5 | ✅ CONSISTENT |
| Class tag assignment sum | 36,338 | — | — | 36,338 | ✅ INTERNALLY CONSISTENT |
| Unique differing pairs (diffclass.jsonl rows) | ⚠️ **NOT STATED** | 30,630 | 30,630 | **inherited D4 figure** | 🔴 BLOCKER |

**Class tag assignment sum verified:**
wasla 13,818 + dagger-alif 6,175 + other 10,246 + hamza-seat 2,060 + alif-maqsura/yaa 4,039 = **36,338** ✅ CALCULATED

**The blocker:** `rasm_layer.json → rows_classified: 36,338` is the sum of class-tag assignments across all differing word pairs. D4's own `stats_note` states `"class_counts_are_per_differing_pair": true` and `"a_pair_may_carry_multiple_classes": true` — so 36,338 class assignments across a smaller set of unique differing pairs. D4 `SOURCES.md` names the v1 source artifact `diffclass.jsonl` as "30,630 classified rows" (the actual row count). D8 `math_layer.json → rasm-difference-statistics → rows_classified: 30,630` correctly ingests the v1 figure. The field name `rows_classified: 36,338` implies "rows in diffclass.jsonl" — it does not. The atlas inherits D4's figure (`rasm.rows: 36,338`), propagating the mislabel. **Fix required: rename the D4 field to `class_tag_assignments: 36,338` and add `unique_differing_pairs: 30,630` with source note; rebuild atlas.**

### D5 — ʿAdd al-Āy

| Metric | add_alay_layer | D1 layer | atlas | Status |
|---|---|---|---|---|
| Total āyāt | 6,236 | 6,236 | 6,236 | ✅ CONSISTENT |
| School | al-ʿadd al-Kūfī (via Hafs/Tanzil) | — | al-ʿadd al-Kūfī | ✅ CONSISTENT |
| `sum_equals_total` | `true` | — | — | ✅ SELF-VERIFIED |

Documented note present: "The classical counting schools…differ on where certain āyāt end; the totals range famously around 6,204–6,236" — honest and consistent with the constitution's requirement to document differences, not adjudicate them ✅.

---

### D6 — Language & Morphology

| Metric | morphology_layer | SOURCES.md | INGEST-MAP note (v1) | atlas | Status |
|---|---|---|---|---|---|
| Roots | 1,651 | 1,651 | 1,651 | 1,651 | ✅ CONSISTENT |
| Lemmas | 4,335 | 4,335 ("stripped orthography") | 4,776 (raw morphology.json) | 4,335 | ⚠️ MINOR |
| Segments | — | 130,030 | 130,030 | — | ✅ CONSISTENT |

**Minor defect (D6):** `morphology_layer.json → totals.lemmas: 4,335` vs INGEST-MAP point 2311 citing "lemmas (4,776)" from the v1 `00-CORPUS/morphology.json`. SOURCES.md explains "4,335 lemma keys (stripped orthography)" — the 441-lemma gap is real (orthographic normalization reduces 4,776 raw lemma forms to 4,335 canonical keys) but this explanation lives only in SOURCES.md. The `morphology_layer.json → _meta` carries no normalization note. **Fix: add `lemma_normalization_note` to `_meta` explaining the 4,335 vs 4,776 difference.** Non-blocking.

**Cross-validation:** Root رحم = 339 positions in D6's top-roots list. C2 D4 `mercy_root_layer.json → _meta.total_word_positions: 339` ✅ CROSS-PILLAR CONSISTENT — the same corpus produces the same root count across independent pillars.

---

### D7 — Themes / Structure

| Metric | structure_layer | D1 layer | D5 layer | atlas | Status |
|---|---|---|---|---|---|
| Surahs | 114 | 114 | — | 114 | ✅ CONSISTENT |
| Āyāt | 6,236 | 6,236 | 6,236 | 6,236 | ✅ CONSISTENT |
| Longest surah | S2 | — | — | S2 | ✅ CONSISTENT |
| Shortest surahs | [103,108,110] | — | — | [103,108,110] | ✅ CONSISTENT |

D7 per-surah word counts match D1 TEXT per-surah words for every entry examined (S1:29, S2:6,145, S3:3,505, S114:24) — derived from the same sealed corpus ✅.

---

### D8 — Mathematics

| Metric | math_layer | Source layers | atlas | Status |
|---|---|---|---|---|
| Families | 4 | 4 (tajwid, rasm, qiraat, text) | 4 | ✅ CONSISTENT |
| Tajwid grand total | 88,496 | D3: 88,496 | 88,496 | ✅ CONSISTENT |
| Rasm rows (ingested) | **30,630** | D4 SOURCES: 30,630 | ⚠️ 36,338 (D4 layer mislabel) | 🔴 D4 BLOCKER IMPACT |
| Qiraat āyāt | 6,236 | D2: 6,236 | 6,236 | ✅ CONSISTENT |
| Text āyāt | 6,236 | D1: 6,236 | 6,236 | ✅ CONSISTENT |

D8 correctly ingests the v1 rasm figure (30,630). The atlas (`rasm.rows: 36,338`) inherits D4's mislabeled count. D8 is sound; D4 and atlas need the fix.

---

### D9 — Atlas

`atlas.json → _meta.built: "2026-09-02T15:21:59"` ✅ Built on the same date as the domain layers.

| Atlas field | Atlas value | Source | Status |
|---|---|---|---|
| `text.surahs` | 114 | D1 | ✅ |
| `text.ayat` | 6,236 | D1 | ✅ |
| `text.words_simple` | 78,248 | D1 | ✅ |
| `text.letters_simple` | 332,837 | D1 | ✅ |
| `qiraat.readers` | 10 | D2 | ✅ |
| `tajwid.rules` | 19 | D3 | ✅ |
| `tajwid.grand_total` | 88,496 | D3 | ✅ |
| `rasm.classes` | 5 | D4 | ✅ |
| `rasm.rows` | 36,338 | **D4 mislabel** | 🔴 BLOCKER IMPACT |
| `add_alay.total` | 6,236 | D5 | ✅ |
| `add_alay.school` | al-ʿadd al-Kūfī… | D5 | ✅ |
| `language.roots` | 1,651 | D6 | ✅ |
| `language.lemmas` | 4,335 | D6 | ✅ |
| `structure.surahs` | 114 | D7 | ✅ |
| `structure.ayat` | 6,236 | D7 | ✅ |
| `mathematics.families` | 4 | D8 | ✅ |
| `mathematics.v1_credit` | "352 audit-passed points ingested" | D8 | ✅ |

Atlas covers 9 domains consistently. One field (`rasm.rows`) inherits D4's mislabeled figure and must be corrected when D4 is fixed.

## §2 — PAGES AND CONTENT AUDIT (8 trilingual pages + atlas)

| Domain | Page file | Arabic present | Content | Adab | Status |
|---|---|---|---|---|---|
| D1-TEXT | `pages_trilingual.html` | ✅ (1:1, 2:255, 112:1 Uthmani text in entries) | Real | ✅ | ✅ |
| D2-QIRAAT | `pages_trilingual.html` | ✅ | 10 readers, 2 rawīs each | ✅ | ✅ |
| D3-TAJWID | `pages_trilingual.html` | ✅ | 19 rules, instance counts | ✅ | ✅ |
| D4-RASM | `pages_trilingual.html` | ✅ (rasm class entries with refs 1:1, 1:2, 2:1…) | Real | ✅ | ✅ |
| D5-ʿADD-AL-ĀY | `pages_trilingual.html` | ✅ | 114 surah rows, 6,236 total | ✅ | ✅ |
| D6-LANGUAGE | `pages_trilingual.html` | ✅ (Arabic roots rendered) | 40 top roots with positions | ✅ | ✅ |
| D7-THEMES | `pages_trilingual.html` | ✅ | Surah structure with word counts | ✅ | ✅ |
| D8-MATH | `pages_trilingual.html` | ✅ | 4 math families with key refs (73:4, 85:22, 15:9) | ✅ | ✅ |
| D9-ATLAS | `pillar_atlas.html` | ✅ | 9-domain summary | ✅ | ✅ |

No stub pages found. All domains render real data from sealed corpus.

D8 anchor verses spot-checked: tajwid → 73:4 (يَا أَيُّهَا الْمُزَّمِّلُ… وَرَتِّلِ الْقُرْآنَ تَرْتِيلًا — the command to recite carefully) ✅ appropriate anchor; rasm → 85:22 (فِي لَوْحٍ مَّحْفُوظٍ — the guarded tablet) ✅ appropriate anchor; text statistics → 15:9 (إِنَّا نَحْنُ نَزَّلْنَا الذِّكْرَ وَإِنَّا لَهُ لَحَافِظُونَ — Allah ﷻ's preservation guarantee) ✅ appropriate anchor.

## §3 — CLASSICAL LAYERS AUDIT

| Domain | Classical layer | Built | Editions | Clusters | Anchor verse | Status |
|---|---|---|---|---|---|---|
| D1-TEXT | `classical_layer_dataset.json` | 2026-09-02 | ✅ | ✅ | — | ✅ |
| D2-QIRAAT | `classical_layer_dataset.json` | 2026-09-02 | ✅ | ✅ | — | ✅ |
| D3-TAJWID | `classical_layer_dataset.json` | 2026-09-02 | 24 | 9 | 75:18 | ✅ |
| D4-RASM | `classical_layer_dataset.json` | 2026-09-02 | ✅ | ✅ | — | ✅ |
| D5-ʿADD-AL-ĀY | `classical_layer_dataset.json` | 2026-09-02 | 26 | 9 | 1:1 (basmala) | ✅ |
| D6-LANGUAGE | `classical_layer_dataset.json` | 2026-09-02 | ✅ | ✅ | — | ✅ |
| D7-THEMES | `classical_layer_dataset.json` | 2026-09-02 | ✅ | ✅ | — | ✅ |
| D8-MATH | — | — | — | — | — | ⚠️ (math domain: v1 artifact record replaces classical layer) |

**D3 classical spot-check (75:18):** Content records what mufassirun said about the revelation of recitation — 21/24 editions agree that the Prophet ﷺ must listen silently when Jibrīl ʿalayhi as-salām recites; 11/24 confirm the occasion of revelation (Ibn ʿAbbās رضي الله عنه, in Bukhārī and Muslim). Adab: "Allah ﷻ", "Jibrīl ʿalayhi as-salām", "the Prophet ﷺ", "Ibn ʿAbbās rady Allāhu ʿanhu" — all correctly honored ✅. Law preserved: agreement documented, differences preserved, nothing adjudicated ✅.

**D5 classical spot-check (1:1):** Content records basmala commentary — appropriate anchor for ʿadd al-āy because the primary classical dispute is whether the basmala is counted as āyah 1 of al-Fātiḥa. 13/26 editions confirm scholars agree the basmala is Quranic (affirmed in 27:30). Difference (whether it is a verse of al-Fātiḥa) documented but not adjudicated ✅.

## §4 — ADAB LAW AUDIT

Sampled across all domain layers, SOURCES.md files, classical layer content.

| Check | Finding |
|---|---|
| Allah ﷻ in layer `_meta.subject` | D1: "the preserved text of the Qurʾān, the word of Allah ﷻ"; D3: "the ordained recitation of the Book of Allah ﷻ"; D4: "the written form of the Book of Allah ﷻ"; D8: "the mathematics & statistics of the Qurʾān, the word of Allah ﷻ" ✅ |
| Allah ﷻ in classical layers | D3 classical: "Allah ﷻ recites (through Jibrīl ʿalayhi as-salām)" ✅; D5 classical: "proper exclusive name (ism ʿalam) of the Creator; none other may share it" ✅ |
| Jibrīl ʿalayhi as-salām | D3 classical: "Jibrīl ʿalayhi as-salām" correctly honored in 3 cluster labels ✅ |
| The Messenger ﷺ | D3 classical: "the Prophet ﷺ was moving his lips hastily" ✅; "the Prophet ﷺ was silent when Jibrīl ʿalayhi as-salām recited" ✅ |
| Companions رضي الله عنه | D3 classical: "Ibn ʿAbbās rady Allāhu ʿanhu" (Arabized form of رضي الله عنه) ✅ |
| Arabic text verbatim | D1 page displays Uthmani text (1:1, 2:255, 112:1) from quran.json — corpus not retyped ✅ |
| No bare mentions of Allah | None found in any examined layer or page ✅ |

---

## §5 — GATES AUDIT RECORDS

| Domain | gates_audit_record.json | Built | Hash stamps present | L1/L2/L6 gates | Status |
|---|---|---|---|---|---|
| D1 | ✅ | 2026-09-02T15:17:16 | 4 files stamped | ✅ | ✅ |
| D4 | ✅ | 2026-09-02T15:02:40 | 4 files stamped | ✅ | ✅ |
| D8 | ✅ | 2026-09-02T15:09:16 | 4 files stamped | ✅ | ✅ |

All 8 domains have gates audit records (D1/D4/D8 spot-checked above). All records declare: `done_only_by_green_selftest` (L1), `schema_module_shared: framework/adab_scan.py` (L2), `generated scripts are files with raw-string paths` (L6 implied by shared schema). All declare `refusals_proven_first` and `integrator_adversarial_audit`. ✅

---

## §6 — SOURCES.MD AUDIT

| Domain | SOURCES.md | Source named | Law stated | Status |
|---|---|---|---|---|
| D1 | ✅ | quran.json (tanzil.net) + corpus_index; SHA256 stated | ✅ | ✅ |
| D2 | ✅ | 09-MATH/qiraat/ (v1-360 audit-passed) | ✅ | ✅ |
| D3 | ✅ | 09-MATH/tajwid/ (v1-360 audit-passed) | ✅ | ✅ |
| D4 | ✅ | 09-MATH/rasm/ (v1-360 audit-passed): align.jsonl, **diffclass.jsonl (30,630 classified rows)**, stats.json | ✅ | ✅ (authoritative row count here; contradicted by layer) |
| D5 | ✅ | quran.json; per-surah counts in add_alay_layer.json | ✅ | ✅ |
| D6 | ✅ | corpus_index: 130,030 segments, 1,651 roots, **4,335 lemma keys (stripped orthography)** | ✅ | ✅ (note: gap with v1 morphology.json 4,776 not in layer _meta) |
| D7 | ✅ | quran.json: 114 surahs, per-surah word counts | ✅ | ✅ |
| D8 | ✅ | 09-MATH/ v1-360 run, frozen at tag math-v1 | ✅ | ✅ |

D4 SOURCES.md is the authoritative statement of the rasm row count (30,630). The blocker is that the layer contradicts it.

---

## §7 — EDUCATION PACKS AND GRAPH LAYERS

All 8 domains hold `education_pack.json` and `graph_layer.json`. D5 holds `pillar_education.json` in the D9-ATLAS folder. All built on 2026-09-02. ✅

---

## §8 — CREDIT ADJUDICATION INTEGRITY

| Item | Value | Status |
|---|---|---|
| CREDIT-ADJUDICATION KEEPs | 193 (independently counted) | ✅ VERIFIED |
| CREDIT-ADJUDICATION REJECTs | 34 | ✅ VERIFIED |
| Total adjudicated (193+34) | 227 | Matches INGEST-MAP `total_mapped: 227` ✅ |
| TRACKER credit-v1 | **237** | ⚠️ GAP of 44 |

**44-point gap:** TRACKER reports credit-v1: 237; CREDIT-ADJUDICATION KEEPs = 193. The 44 additional credits are not documented in the CREDIT-ADJUDICATION file. Most likely explanation: OA1 (the window that silently rewrote the INGEST-MAP before its death) credited points from the original 276-row map before being quarantined; those 44 credits were journaled pre-incident and are not retracted in the CREDIT-ADJUDICATION record, which only adjudicates the post-incident rewritten map.

Resolution needed: the 44 pre-incident credits should be identified in the journal and audited. Until then, up to 44 credit-v1 points are unaudited. **Noted in open-work register — not a blocker for this panel but must be resolved before the pillar receives its seal.**

---

## §9 — `quran_layer_dataset.json` FIELD NAME AUDIT

| Domain | Field name used | Pattern | Status |
|---|---|---|---|
| D1-TEXT | `sampled_refs_by_place` + `sampled_refs_note` | Post-OP42 corrected | ✅ |
| D2-QIRAAT | Not checked in this panel | — | — |
| D3-TAJWID | Not checked in this panel | — | — |
| D4-RASM | `distribution_total` | Old pattern | ⚠️ MINOR |
| D5-ʿADD-AL-ĀY | `distribution_total` | Old pattern | ⚠️ MINOR |
| D6-LANGUAGE | `distribution_total` | Old pattern | ⚠️ MINOR |
| D7-THEMES | Not checked in this panel | — | — |
| D8-MATH | `distribution_total` | Old pattern | ⚠️ MINOR |

**Minor defect (systematic, D4/D5/D6/D8):** `quran_layer_dataset.json` uses the old `distribution_total` field name. C2/D1 was corrected in OP42 to `sampled_refs_by_place` + `sampled_refs_note` explicitly distinguishing a display-sample count from an authoritative distribution. D4, D5, D6, D8 were built without that lesson applied. No authoritative rasm/morphology/math Makki-Madani distribution is being claimed — the confusion risk is lower than in C2/D1 — but the inconsistency with D1's corrected pattern is a documentation defect. **Fix: apply the renamed pattern uniformly across D4/D5/D6/D8.** Non-blocking; one rename pass covers all four.

---

## §10 — DEFECT LOG

| # | Severity | Domain | Finding | Fix |
|---|---|---|---|---|
| BL-1 | 🔴 BLOCKER | D4 + D9 | `rasm_layer.json → rows_classified: 36,338` is class-tag assignments, not the diffclass.jsonl row count (30,630). Atlas inherits D4's figure. | Rename to `class_tag_assignments: 36,338`, add `unique_differing_pairs: 30,630` with source note; rebuild atlas. |
| MN-1 | ⚠️ MINOR | D4, D5, D6, D8 | `quran_layer_dataset.json` uses old `distribution_total` field name instead of C2-corrected `sampled_refs_by_place` pattern | Apply renamed pattern uniformly |
| MN-2 | ⚠️ MINOR | D6 | `morphology_layer.json → _meta` carries no note explaining 4,335 lemma keys (stripped) vs 4,776 raw (v1 morphology.json) | Add `lemma_normalization_note` to layer `_meta` |
| OW-1 | 📋 OPEN-WORK | Tracker | credit-v1 237 vs adjudicated KEEPs 193: 44-point gap from pre-incident OA1 credits, unaudited | Identify and audit the 44 journal credits; supplement CREDIT-ADJUDICATION |

---

## §11 — OPEN-WORK REGISTER (pre-existing, non-blocking)

| Item | Domain | Status |
|---|---|---|
| No panel seals on any C3 domain | D1–D9 | Pre-existing — this is the first whole-pillar panel |
| RESCREEN 136 likely-mappable screens | All | Awaiting Opus confirmation pass before credit |
| 24 genuinely-open RESCREEN entries | All | Acknowledged open work |
| D4 `quran_layer_dataset` CE dates `"UNSOURCED"` for 6 rawīs | D2 (qiraat layer) | Pre-existing — CE derivation unavailable from v1 source; AH dates sourced |

---

## §12 — WHAT IS SOUND

The C3 data spine is largely intact and cross-verified end-to-end:

- **Canonical text counts reconcile** — 6,236 āyāt / 114 surahs / 78,248 words / 332,837 letters — consistent across D1, D5, D7, D9 and anchored to the sealed tanzil.net corpus with SHA256 `7007b62ffc96eaea` ✅
- **Tajwid totals reconcile** — 88,496 instances across 19 rules, sum independently verified, consistent in D3 layer, D8 math layer, and atlas ✅
- **Qirāʾāt registry complete** — 10 readers, 20 rawīs, 3 riwāyāt held by project, sourced from classical works; CE dates marked UNSOURCED where derivation unavailable ✅
- **Morphology consistent** — 1,651 roots, 4,335 lemma keys; root رحم = 339 cross-validates against C2/D4 mercy_root_layer ✅
- **Classical layers substantive** — D3 (75:18, 24 editions, 9 clusters) and D5 (1:1 basmala, 26 editions, 9 clusters) spot-checked with real content, Adab clean, differences preserved not adjudicated ✅
- **All 9 domains have real pages** — no stubs; all anchor verses appropriate and contextually sound ✅
- **Adab law consistent throughout** — Allah ﷻ, Jibrīl ʿalayhi as-salām, the Messenger ﷺ, Ibn ʿAbbās رضي الله عنه — all correctly honored across every examined layer and classical text ✅
- **Gates infrastructure complete** — all 8 domains have gates_audit_record.json with hash stamps, L1/L2 compliance declared ✅
- **SOURCES.md accurate on row count** — D4 SOURCES.md correctly states 30,630 classified rows; the blocker is in the layer field name, not the source record ✅
