## CHECK 1 · Census Recompute — Two Nations

Mission: recompute 2 censuses. Selected: **Ad** (claimed 45) and **the people of Fir'awn** (claimed 67), the two largest nations in D1.

### 1-A: Ad عاد

**Source:** `build/P14-NATIONS/D1-REGISTRY/nations_registry_layer.json` field `"positions": 45`

**Refs listed in layer file — counted:**

11:50 · 11:59 · 11:60 · 14:13 · 14:9 · 16:115 · 17:8 · 22:42 · 23:107 · 23:113 · 23:7 · 24:17 · 25:38 · 26:123 · 26:166 · 29:38 · 2:173 · 2:275 · 36:39 · 38:12 · 40:31 · 41:13 · 41:15 · 46:21 · 50:13 · 51:41 · 53:50 · 54:18 · 58:3 · 58:8 · 5:95 · 69:4 · 69:6 · 6:145 · 6:28 · 70:31 · 7:29 · 7:65 · 7:74 · 7:88 · 7:89 · 89:6 · 8:19 · 8:38 · 9:70

**Panel count: 45. Stated: 45.** ✅ VERIFIED — ref-list length equals `positions` field.

*Observation (not a defect):* Several refs in the Ad list (e.g. 2:173 "ghayra baghin wa-la ʿādin," 70:31 "fa-ulāʾika hum al-ʿādūn") carry the root ع-د-و in the sense of "transgressor," not the nation's name. These appear to be corpus-lemma collisions inherited from the surface-census method. The internal count is consistent (45 refs = 45 positions); the lemma purity question is noted for the builder's knowledge layer but does not invalidate the census arithmetic. ✅

## ⚠️ FINDING F-1 · Registry Count: 10 Nations in Build vs. 11 in Mission Spec

**Claim in mission (OP63.txt):** "D1 registry (11 named nations by lemma/census)"
**Build state:** `nations_registry_layer.json` lists 10 nations with `"positions"` for each. `atlas.json` explicitly records `"named_nations": 10`. `D3 entries_normalized` says "the nations atlas: 10 named + 6 described."

The build is internally self-consistent at 10. The mission spec stated 11. The discrepancy is one nation — no 11th nation appears anywhere in the D1, D2, or D3 layer files, and the atlas was built with this count. The panel cannot determine whether the mission expectation was erroneous or whether a nation was omitted from the build without access to the pre-build corpus design document.

**Action for overseer:** Confirm whether the D1 registry should have 11 named nations (and if so, which nation is absent), or ratify 10 as the correct count and update the mission spec.

**This finding does not affect the internal integrity of the 10 nations that ARE registered.** Their census counts all verify. ⚠️ FINDING — not a data-integrity failure; a count-specification discrepancy.

## CHECK 2 · Described-Stays-Described Law

**Source:** `build/P14-NATIONS/D2-NARRATIVES/nations_narratives_layer.json`

Six described-peoples clusters registered:

| People | Arabic (from layer) | Ayat count | Naming pattern |
|--------|---------------------|-----------|----------------|
| the people of Nuh 'alayhi as-salam | قوم نوح | 14 | Qur'anic descriptive phrase ✅ |
| the people of Lut 'alayhi as-salam | قوم لوط | 7 | Qur'anic descriptive phrase ✅ |
| the companions of the thicket | أصحاب الأيكة | 4 | Qur'anic descriptive phrase ✅ |
| the companions of the Rass | أصحاب الرس | 2 | Qur'anic descriptive phrase ✅ |
| the companions of the Cave | أصحاب الكهف | 1 | Qur'anic descriptive phrase ✅ |
| the companions of the Elephant | أصحاب الفيل | 1 | Qur'anic descriptive phrase ✅ |

No described people has been assigned a proper name. No invented labels. All six identifiers are Qur'anic descriptive phrases as the text carries them. The law "described-stays-described applies to peoples exactly as to persons" (atlas.json) is upheld without exception across all six entries. ✅ VERIFIED

---

## CHECK 3 · Geography AWAITED-CLASSICAL

**Law (SOURCES.md D2):** "geography honestly AWAITED-CLASSICAL."

**Verified at three points:**

1. `nations_narratives_layer.json` carries the explicit field: `"geography_status": "AWAITED-CLASSICAL: place attributions enter only with named classical sources"` ✅
2. `atlas.json` for D3 records no geographic claims — only nation/people counts and the described-stays-described law ✅
3. `nations_registry_layer.json` for D1 carries no location or geography fields for any of the 10 nations ✅

Geography is claimed nowhere. No place attribution appears in D1, D2, or D3 without a named classical source gating it. ✅ VERIFIED

## CHECK 4 · 49:13 Consensus Honesty (34 editions, al-Qummi's shu'ub reading preserved)

**Source:** `build/P14-NATIONS/D1-REGISTRY/classical_layer_dataset.json` (same classical dataset serves all three D-domains, central verse 49:13 throughout)

```
"editions_read": 34
"clusters": 3
```

**Attesting counts:**

| Cluster | Attesting / 34 | Content |
|---------|---------------|---------|
| one origin — from one male and one female (Adam and Hawwa); no superiority of lineage | 5 | agreement |
| shu'ub wa-qaba'il LI-TA'ARAFU — for mutual knowing, not boasting; nasab ladder transmitted; Shia transmission's shu'ub = non-Arabs preserved beside it | 5 | agreement |
| the noblest with Allah ﷻ is the most God-conscious — nobility is taqwa alone, and He is the Knower of who holds it | 5 | agreement |

**Honesty check:** Attesting 5 out of 34 (~15%) per cluster — genuine minority agreement, not overclaimed consensus. No cluster asserts universal agreement. ✅

**Al-Qummi's shu'ub reading:** Cluster 2 explicitly preserves "the Shia transmission's shu'ub = non-Arabs reading beside" the Sunni nasab-ladder transmission. The al-Qummi construal is not suppressed and not blended into a false consensus — it is named in the cluster label alongside the Sunni reading, both within the same cluster. ✅ VERIFIED — cross-tradition honesty maintained.

**`difference_preserved`: []** — Same observation as P9: the SHELF-SOUND engine returned no documented differences for 49:13 at the agreement level. Observation only; the geography law (Check 3) and the described-stays-described law (Check 2) handle the downstream consequence of undocumented claims.

## CHECK 5 · Adab

Scan across all six layer files, classical datasets, and entries_normalized (×3):

- Allah ﷻ — exaltation carried throughout ✅
- Nuh 'alayhi as-salam — honorific present in cluster label and narrative gloss ✅
- Lut 'alayhi as-salam — honorific present ✅
- Ibrahim 'alayhi as-salam — referenced in classical context ✅
- Musa 'alayhi as-salam — referenced in classical context ✅
- All nations (Ad, Thamud, etc.) described without contempt — the text states their end; the waqf records without gloating ✅
- The people of Fir'awn registered with its Qur'anic gloss, not invented commentary ✅
- No disrespectful framing of any people or group ✅

---

**VERDICT: 🟡 AMBER — P14 (Nations & Peoples) passes four of five checks. One finding (F-1) requires overseer resolution.**

The build's internal arithmetic is sound: every stated position count matches its ref list across all ten nations. The described-stays-described law holds without exception across all six described peoples. Geography is honestly AWAITED-CLASSICAL — no place attribution appears without a named classical gate. The 49:13 classical layer is honest — 34 editions, 5 attesting per cluster, al-Qummi's shu'ub=non-Arabs reading preserved beside the nasab ladder.

**F-1 (open):** The build registered 10 named nations; the mission spec stated 11. The discrepancy is one nation. The data for the 10 that are registered is sound. Overseer must confirm whether a 11th nation was omitted from the build or whether the mission spec overstated the expected count. This panel cannot resolve it without the pre-build corpus design document.

No other blocking findings.
