**Reality**: 39 `.md` files counted in `10-WAQF/reviews/` by `os.listdir`. The actual list includes: PANEL-C1 through C8, P13, P17, P18, P19, P28 series plus FRAMEWORK, FINAL-AUDIT, and this batch's three reports (P25, P24, P20 — newly written). The layer was built before this panel run and before recent pillars completed. Actual count EXCEEDS stated count — no inflation, only understatement. ✅
