## FINDINGS

### FINDING A-1 — ❌ FROZEN MIRROR DIRECTORY MISSING (material)
**Claim**: `QURAN-MATH-V1-FROZEN (1,864 files, seal INTACT)` in `permanence_assets_layer.json` D1.
**Reality**: No `QURAN-MATH-V1-FROZEN` directory exists anywhere on disk (`os.path.isdir` returns False; `glob **/*V1-FROZEN*` returns empty). The `math-v1` git tag exists and points to the correct commit. `09-MATH/_MANIFEST-V1.1.sha256` exists (the manifest of the v1 state).
**Impact**: The verifiable instruction `seal --check` cannot be run. The frozen mirror lives in the git tag, not as a physical working-tree directory. The law says "verifiable on disk this minute" — the tag is on disk but the 1,864-file directory is not.
**Recommendation**: Correct the D1 row to: `"verifiable": "git show math-v1 --stat | head -5"` and the detail to reference the tag + manifest, not a physical directory. A cold rebuild from the tag should be scripted if a physical frozen copy is desired.

### FINDING A-2 — ⚠️ SEAL COUNT STALE (conservative, not overstated)
**Claim**: "11 SHA256 seal files" in `permanence_assets_layer.json`.
**Reality**: 13 seal files on disk (C1–C8 = 8, P13, P17, P18, P19, P28 = 5 more = 13 total). The layer was built before P28-SIRAH was sealed. Actual count exceeds claimed — honesty law upheld, no false claims, but the stated number is stale.

### FINDING A-3 — ⚠️ P17 SEAL ACTIVELY DRIFTING (by design — drift-watch working)
**Reality**: `verify_seals.py` reports `DRIFT P17: 0 changed, 0 missing, 12 new`. Twelve new consensus files (including 33:21, 3:103, 30:22, 54:17, etc.) were added since the P17 seal was written. This is correct behavior — the drift-watch system caught the drift and reported it. The P17 seal is honest (not silently wrong). The seal needs deliberate refresh after the new consensus files are accepted.

## VERDICT

**P25 OVERALL: CONDITIONALLY GREEN**

The permanence machinery is real and operational:
- 13 pillar seals on disk, `verify_seals.py` executable and running
- All five charter instruments at exact claimed byte counts
- All three ritual scripts present and importable
- math-v1 git tag exists with full v1 history

One material finding (A-1): the frozen mirror is a git tag + manifest, not a physical directory. The claim of "QURAN-MATH-V1-FROZEN (1,864 files)" is not verifiable by `os.path.isdir` today. This should be corrected in the layer's wording or a physical frozen copy should be created. All other findings are stale counts (conservative) or expected drift behavior.

**Gate**: GREEN with Finding A-1 noted in `_meta` for the next layer rebuild.
