# R2 · SET-CLAIM SEAT 1 — 450 seats of the 2,700, ROUND 2
## The face's sentences against the tree, including v6.3.0's own claims

**MACHINE-SCHOLAR. Labeled.** No human scholar has ratified this page. Reverence is not proof.
Convened 2026-09-05 on the owner's re-asked question: *"tell me how many artifacts to make this
elite — if the answer is 103,000 say so."*

**Read into the record:** `build/P45-HONESTY/reaudit_round2_floor.json`, `HONEST-COUNTS.json`,
`DEFECTS.md`, `reviews/HONESTY-RATIFICATION.md`, `build/P45-HONESTY/artifact_figure.json`.
**Every number below was re-derived by this seat's own route** against
`framework/_FRAMEWORK-103200.json`, `framework/_TRACKER-JOURNAL.jsonl`, `build/P47-BLOCKS`,
`build/P46-ARTIFACTS` and `git log`. Nothing is copied from the floor file.

> ### ⚠️ MEASUREMENT WINDOW — READ THIS BEFORE ANY NUMBER
> **The tree moved under this panel while it sat.** Every measurement below carries its clock time.
> The belt was rewritten at **16:14:59–16:15:04**; `g40_substance_gate.py` was amended at **16:16**;
> `build/P46-ARTIFACTS` was rewritten in the same second as the belt. Measurements taken
> **16:03–16:10** describe a belt that no longer exists; measurements taken **16:15–16:21** describe
> the current one. Both are printed. This is finding **C1** and it is not a complaint about
> inconvenience — it is the reason no figure published today has a fixed referent.

## 1 · THE FINDINGS (10, evidenced)

### C1 🔴 — The belt was rewritten *during* the audit, and the commissioner's own floor file is now false
The floor file the panel was ordered to read is dated `16:03:47` and states: 4,089 files ·
`bytes_min_med_max [710, 882, 45037]` · `with_real_embedded_rows 2995` · `declared_only 1094`.

**I verified that exactly** at ~16:05 ✅ — my independent walk returned `min/med/max 710 / 882 / 45037`,
`sample_rows` present in **2,995**, absent in **1,094**. The floor file was *true when written*.

At **16:14:59–16:15:04** — five seconds — **all 4,089 files were rewritten.** Re-measured 16:16:32 ✅:

| | floor file, 16:03:47 | this seat, 16:16:32 |
|---|---:|---:|
| bytes min / median / max | 710 / **882** / 45,037 | 625 / **1,789** / 72,696 |
| total belt mass | — | **13.20 MB** |
| payload key | `sample_rows` | **`FULL_CONTENT`** |
| files stamped `MERGED-INTO-PARENT` | not a field | **4,009 (98.0%)** |
| files with *no* payload key at all | 1,094 | **1,487** |

`mtime` census: `{'16:14': 292, '16:15': 3797}` — 4,089 of 4,089 ✅ VERIFIED.
The floor file was **not** updated and carries no supersession note.

**This is the third repetition of the same defect.** Round 1 convicted `artifact_figure.json` of being
"obsolete eight minutes after it was written and no one re-ran it." `reaudit_round2_floor.json` was
obsolete **eleven minutes** after it was written. The pattern is not carelessness about one file; it
is a build loop that publishes a number and then changes the thing the number counted.

---

### C2 🔴 — G40 cannot fail. Proven by experiment, not by reading.
`framework/g40_substance_gate.py` prints the sentence the commit stands on:
`"G40 GREEN - 4464/4464 blocks own a substantive deliverable (control fired)"`.

**Experiment (non-destructive, nothing deleted):** re-run the gate with `os.path.exists` patched to
return `False` for every path containing `P47-BLOCKS` — i.e. *as if the entire 4,089-file belt did not
exist.* Result ✅ VERIFIED:

```
G40 GREEN - 4464/4464 blocks own a substantive deliverable (control fired)
```

The cause is line 22 of the original file — an `else:` branch that credits coverage **for a file that
is not there**:
```python
    else:
        # covered by a real P46 slice?
        cov += 1  # P46 real slices verified at belt start; absence here means P46-covered
```
A comment is not a check. **375 of 4,464 blocks (8.4%) are credited by this branch today** ✅ VERIFIED
by my own slug-route walk.

The gate's declared control (`assert not substantive(empty_file)`) tests the *substance helper*. It
does not test the *coverage logic*, which is the thing the printed sentence asserts. A control that
cannot fail the claim is not a control (I-2: the baseline must be independent of the check).

---

### C3 🔴 — G40 was amended *mid-panel* to pass 1,424 files that fail its own floor
At **16:17:36**, in one process, same helper, same instant ✅ VERIFIED:

```
G40 says: G40 GREEN - 4464/4464 blocks own a substantive deliverable (control fired) | exit 0
CLAIM-1 same-instant own run: present 4089  below-floor 1424  unresolved 375
example below-floor: build/P47-BLOCKS/P31/W3-X3-Addad--Education-print.json
payload chars: 127   (floor = 200)
```

**1,424 of the 4,089 files the gate is checking are below the gate's own declared substantive floor,
and the gate printed GREEN.** The mechanism: `g40_substance_gate.py` has `mtime 16:16` — it was edited
during this sitting to add a *second* auto-pass branch:
```python
        if "merged_into_parent" in mm: cov += 1  # C8: covered by parent, count-down declared
```
The belt was stamped `merged_into_parent` at 16:14:59; the gate was taught to pass that stamp at 16:16.
The gate now has **three** ways to count a block covered — substantive (2,665), *stamped* (1,424),
*absent* (375) — and only the first is a measurement.

---

### C4 🔴 — "THE COUNT GOES DOWN" — and no published count went down
The new C8 law, written into 4,009 belt files and 934 P46 files verbatim, reads:

> *"C8 DEPTH-BEFORE-COUNT: a unit whose full content cannot stand alone is MERGED and **THE COUNT GOES
> DOWN**; this file is a merge record, **never a counted deliverable**."*

Measured 16:20:47 ✅ VERIFIED:

| | merge-records | of total | still counted by the gate |
|---|---:|---:|---|
| `build/P47-BLOCKS` | **4,009** | 4,089 (98.0%) | G40 prints **4,464/4,464** |
| `build/P46-ARTIFACTS` | **934** | 975 (95.8%) | G39 prints **1,017/1,017** |

934 of 975 P46 files are simultaneously below the 200-char floor ✅. A representative file in full —
this is the *entire* payload of `build/P46-ARTIFACTS/C1/Knowing-Him.json` outside `_meta`:
```json
{"unit": {"from": 601, "to": 700, "count": 100}}
```
**44 characters, carrying 100 nodes.** By the project's own law this file is "never a counted
deliverable"; by the project's own gate it is one of 1,017. `HONEST-COUNTS.json` still publishes
`substantive_built: 2337`. **A law whose stated consequence is never executed is a sentence, not a law.**

---

### C5 🟠 — Question 1 answered: the belt is substantive **by threshold only**. I opened files and judged.
I opened **12 belt files by hand across 12 pillars** (C6, P16, P30 ×2, P31 ×3, P33, P34, P35, P37,
H-SCHOOLS) and judged each against its own block. **12 of 12 were shims.** The clearest:

`build/P47-BLOCKS/H-SCHOOLS.../D-The-dataset-primer-for-teachers--layer.json` (833 B, 100 nodes) —
```
purposes    : ["The dataset primer for teachers"]
sample_rows : ["The dataset primer for teachers"]
```
**The file's evidence is a verbatim copy of the file's own title.** It carries 100 nodes.
`C6/The-Judgement-the-records--Panel-review-seal.json` and `P16/Tools-pages-review--The-hadith-layer.json`
carry the *same three rows* — "JSON+CSV, versioned, citable" / "a planted misquote is refused" / "a probe
the builder never saw" — which appear in **1,221 files each** ✅ VERIFIED.

**Mechanical class of the current 4,089 (16:16:32) ✅ VERIFIED:**

| class | files | what it actually holds |
|---|---:|---|
| **D — DECLARED-ONLY** | **1,487** | `_meta` + `unit` only. Zero payload of any kind. |
| **C2 — SPEC-AS-PAYLOAD** | **1,331** | payload is the ledger's own `purpose` strings — the *specification of what should be built*, restated as the built thing |
| **C3 — POINTER-METADATA** | **1,225** | payload is the P46 file's own wrapper (`slice_class`, `parent_meta`, `parent_totals`) — a pointer at a pointer |
| **A — CONTENT** | **46** | rows from a real data field (`per_verse`, `by_term`, `terminology`, `edges`, `glossary`, `worksheet`, `totals`) |

**Corroborating measures:** 170,520 content rows, of which **128,060 (75.1%) are verbatim ledger
`purpose`/`title` strings**; **5,272 distinct row values** across 170,520 rows; **336 distinct payloads
across 4,089 files** (one payload repeated 1,487 times).

**Verdict on Q1: SUBSTANTIVE IN TRUTH = 46 of 4,089 (1.1%).** The remaining 4,043 are well-labeled
shims. Credit where it is owed (I-3): the labels are *honest* — `merged_into_parent`, `no extractable
per-unit content in parent`, `declared` — these files name their own emptiness. That is real and it is
rare. But an honest shim is still a shim, and the gate that counts it is the defect, not the file.

### C6 🔴 — `HONEST-COUNTS.json` is contradicted by its own declared source on 3 of 5 node figures
Its `_meta.sources_true` names the ratification; the ratification's source is the journal. I streamed
`framework/_TRACKER-JOURNAL.jsonl` (370,714 lines), took each node's **last `type:"status"` row**, and
counted ✅ VERIFIED — **closes to 103,200 with zero unstatused nodes**:

| status | nodes |
|---|---:|
| `selftest-green` | 85,041 |
| `pending-machine` | **16,608** |
| `pending-human-or-rights` | **1,000** |
| `credit-v1` | **242** |
| `panel-sealed` | 159 |
| `reserved-awaiting-acquisition` | **150** |
| **TOTAL** | **103,200** ✅ |

| published on the face | journal says | delta |
|---|---|---|
| `credit_v1: 247` | **242** | −5 |
| `never_by_machine: 901` | **1,150** (1,000 + 150) | +249 |
| `pending_band: [6440, 17216]` | **16,608 — a point, not a band** | band is obsolete |

The band existed because round 1 could not read the journal. The journal now names the number
exactly. **Honesty runs both ways: the rights-blocked figure is 28% *worse* than published, and the
pending figure is *knowable* — publishing a 2.7×-wide band when the source gives a point is its own
form of imprecision.** This seat reproduces the commissioner's own `node_census` block **exactly**,
which means the floor file is right and `HONEST-COUNTS.json` — the file on the gift's face — is stale.

---

### C7 🔴 — The ledger's face and `HONEST-COUNTS.json` publish two duplication figures 3.6× apart
`_meta.duplication_declared` (improvement point #30, landed):
> *"79398 distinct (pillar,domain,block,purpose) tuples over 103,200 points"* → implies **23,802** shared rows.

`HONEST-COUNTS.json`, same repo, same day:
> `never_as_distinct_planning_shares: 86370`

**My own route, re-derived from scratch** — digit-normalise each purpose (`re.sub(r'\d+','#',…)`, which
strips the `unit k/N` counters) then key on `(pillar, domain, block, purpose)` ✅ VERIFIED:
```
CLAIM-1 own route, digit-normalised purpose signature: 16830
never-as-distinct = 103200 - 16830 = 86370
```
**Exact reproduction of the tri-route 16,830 / 86,370.** So #30 was satisfied with the *un-normalised*
count, which understates the duplication the panel ratified by **3.63×** — and the two numbers now sit
on two faces of the same gift with no reconciliation. A reader who opens both is entitled to conclude
one of them is chosen for effect.

---

### C8 🔴 — `DEFECTS.md`'s own evidence pointer is dead, and the honesty field was stripped from 934 files
`DEFECTS.md`, published on the face to satisfy improvement point #15, states:

> `| P46 POINTER-class files (re-labeled, never counted as artifacts) | 600 | see each file's _meta.pointer_class |`

✅ VERIFIED: **`pointer_class` appears in 0 files under `build/`.** The only occurrences repo-wide are
`DEFECTS.md` itself and two builder scripts. **The defect register's evidence pointer is unresolvable** —
the precise violation improvement point #16 was written to end ("gate fails on an unresolvable pointer"),
committed by the artifact created to satisfy #15.

Worse: round 1 explicitly *commended* the field that did exist —
> *"the `slice_class` field is **honest** — it names its own emptiness rather than hiding it, which is
> exactly the anti-placeholder behaviour the six reviews demanded."*

Census 16:19 ✅ VERIFIED: of 975 P46 files, **934 now carry no `slice_class` at all**; 28 `DECLARED
WHOLE-PARENT SHARE` and 13 `FIELD SLICE` remain. **The one field the panel named as honest has been
removed from 95.8% of the files it lived in.** Nothing announced this.

### C9 🟠 — v6.3.0's own claims, one by one, against the tree
The commit `f9202e34` claims: *"the 32-point program: waves A/B/C + THE BELT … master v6.3.0"*.

| claim in the commit | tree says | verdict |
|---|---|---|
| **"master v6.3.0"** | `grep -rIl "6.3.0"` over the **entire** `Quran Research` repo returns only the six R2 mission files and a sibling's R2 review. `_FRAMEWORK-103200.json` `_meta.version` = **`"6.0.0"`** | 🔴 **the version does not exist** |
| "the 32-point program" | see rows below | 🟠 **partly** |
| #4 pre-commit hook banning bare "built" | no `.git/hooks/pre-commit` in repo or worktree; `git notes list` empty — `adb53d6` un-annotated | 🔴 **not done** |
| #7 `honesty_classifier.py` must re-derive `classifier.json` byte-for-byte, exit non-zero on drift | **512 bytes**; its own docstring: *"the derivation lives in the session record engine; this standing stub re-checks totals."* It loads `classifier.json` and sums it. **A file cannot fail to equal itself.** | 🔴 **tautology, self-declared** |
| #5 rebuild the report **and** embargo it | embargo ✅ stamped (1 hit). Rebuild ❌: `waqf_completion_report.html` still says **"40,000" 11×** and **"3,617" 2×**; contains **zero** instances of `103,200`, `2,337` or `4,557` | 🟠 **half** |
| #3 DUAL COUNTER on every artifact | absent from all 4,089 belt files and all 975 P46 files | 🔴 |
| #24 `fanout_reason`, #25 `SHARE-OF`, #28 `POINTER` block-type | each string occurs **only in the review that asked for it** | 🔴 **×3** |
| #32 build the missing `index.html` master artifact | **`index.html` still does not exist at the waqf root** ✅ VERIFIED | 🔴 **the gift still has no face** |

**Landed and owed credit (I-3, honesty both ways):** #1 `_meta.total` = 103,200 ✅ · #2 `unit_law`
written into the ledger `_meta` ✅ · #10 `audit_substance.py` shipped and executable ✅ ·
#13/#14 the four awaiting states **restored on the census** (16,608 / 1,000 / 150) ✅ — this is the
single best thing in the commit · #18 `for_the_student` placeholders **gone** from the 313-area file
(0 occurrences) ✅ · #19 rename to `area_index_313.json` ✅ · #11 + #15 published ✅ · #30 declared,
with the wrong number (C7) 🟠. **Roughly 9 of 32 landed clean; the commit's sentence claims all 32.**

---

### C10 🟠 — The close ritual's docstring is refuted by its own next ten lines, and 24 blocks own nothing anywhere
`framework/close_ritual.py`, line 2:
> *"…and **REFUSES to end green if any is red**."*

Line 15:
```python
    if r.returncode != 0 and s != "verify_seals_v2.py": red.append(s)
```
The seal verifier is **structurally exempt** — it can never turn the ritual red. Observed 16:11 ✅:
```
verify_seals_v2.py       RED |    framework\_scratch_g40_nobelt.py
  (seal stale is EXPECTED mid-work - cut the seal as the LAST act)
CLOSE RITUAL GREEN (cut the seal last)
```
"Ritual fully green" is therefore true of a ritual that has excused its only failing member in advance.

Separately ✅ VERIFIED: **24 ledger blocks own no artifact anywhere** — no `P47-BLOCKS` file *and* no
`P46-ARTIFACTS` domain file. All 24 are `engine` blocks in the G-pillars (G01 D2 per-ayah dossiers,
G02 D2/D3/D4, G04 D1/D2 rijal, G05 D2/D3, G21 D1/D2/D3 languages, G22 D1 Badr anchors, G23 D4 …).
Every one of them is counted **covered** by G40's absent-file branch (C2). These are not obscure
rows — they are the engines behind the pillars the gift is named for.

---

## 2 · QUESTION 2 — FRESH HONEST COUNTS, POST-BELT
Two classes re-derived by this seat's own route, from primary sources, at the clock times shown.

| class | this seat's figure | route | vs published |
|---|---:|---|---|
| **REALLY-BUILT (artifacts)** | **46 belt + 41 P46 + ~1,952 pre-belt tree = ≈ 2,039** | belt class A (16:16) + P46 files not merge-stamped + BUILD-2's independent walk | published **2,337** — the belt added **≈ 0**, not 4,089 |
| **PENDING-MACHINE (nodes)** | **16,608** ✅ exact | journal last-status, own stream of 370,714 lines | published band **6,440–17,216** — superseded, the point is knowable |
| **PENDING-HUMAN / NEVER-BY-MACHINE (nodes)** | **1,150** ✅ exact | `pending-human-or-rights` 1,000 + `reserved-awaiting-acquisition` 150 | published **901** — understated by 249 |
| **CREDIT (nodes)** | **242** ✅ exact | journal | published **247** |
| **NEVER-AS-DISTINCT (nodes)** | **86,370** ✅ exact | digit-normalised signature, reproduced independently | ✅ ratified figure **confirmed** |
| **DISTINCT IDEAS** | **16,830** ✅ exact | same route | ✅ **fourth independent route to agree to the unit** |

**The one sentence that changes:** the belt did **not** move the built figure. It created 4,089 files
of which 46 carry content, and the project's own C8 law then declared 4,009 of them "never a counted
deliverable." **`substantive_built` should stand at ≈ 2,039–2,337, unchanged by the belt — not raised
by it.** No published file says this today.

---

## 3 · QUESTION 3 — THE ELITE FIGURE

### 3.1 · Is the answer 103,000 / 103,200? **No — and here is the proof, not the assertion.**
```
python:  norm = lambda s: re.sub(r'\d+','#',s)
         len({(p.pillar,p.domain,p.block,norm(p.purpose)) for p in 103,200 points}) = 16,830
         103,200 - 16,830 = 86,370
```
**86,370 of the 103,200 rows differ from a sibling only by an integer** (`unit 3/100` vs `unit 4/100`).
Cutting 103,200 files would produce 86,370 files whose sole distinction from a neighbour is a counter.
That is not depth at 21× scale — it is the *exact* defect this panel was convened over, multiplied.
**On this the commissioner is right and this seat ratifies his direct answer: the elite figure is NOT
103,200.**

### 3.2 · But **4,557 does not stand either** — round 2 killed it the same way round 1 killed 1,030
Round 1's own test, applied again:

| unit | files a machine produced | time | of those, real content |
|---|---:|---:|---:|
| the DOMAIN (1,030) | 975 | **8 minutes** | 375 (38.5%) |
| the BLOCK (4,557) | 4,089 | **54 seconds** | **46 (1.1%)** |

Round 1's verdict was: *"a deliverable unit that a machine can satisfy to 96% in eight minutes … is a
filing convention, not a deliverable standard."* **The block unit was satisfied in 54 seconds at 1.1%
content.** By round 1's own stated rule the block unit fails harder than the domain unit did. It is a
finer filing convention, not a deliverable standard. **4,557 is NOT ratified by this seat.**

**Why both collapsed — the structural cause, stated so it can be falsified.** The ledger holds **16,830**
distinct ideas. Spread over 1,017 domains that is 16.5 ideas per file → a domain file can only be a
summary → a summary is a pointer. Spread over 4,464 blocks it is 3.8 ideas per block → *and the same
normalised purpose recurs across blocks*, which is why one template filled **1,221 files** with three
identical strings. **At the idea unit that ammunition does not exist:** no two units share a
digit-normalised purpose within their block, **by construction**. A template that fills two of them is
impossible. That is the test the elite unit must pass, and it is the only unit here that passes it.

### 3.3 · THE ELITE FIGURE — the formula, every term measured
Applying round 1's own two ratified adjustments (MERGE 1 panel→pillar, SPLIT 1 H-pillar data+page)
at the idea unit, plus the rights carve-out, all terms re-derived by this seat ✅ VERIFIED:

```
  BASE    distinct ideas — digit-normalised (pillar,domain,block,purpose) ....  16,830
          [own route; reproduces MAKE-1 / BUILD-2 / MAKE-2's stem route exactly]
 −1,649   MERGE 1  panel/seal ideas (round 1's ratified merge, at the idea unit)
   +72        →  one sealed panel record per pillar   [72 pillars, own count]
   −107   MERGE 2  ideas wholly rights/human-blocked and not already merged
                   [118 wholly rights-blocked, 11 of them inside the panel merge]
                   → these become rows in the licence ledger; no machine can ever cut them
   +416   SPLIT 1  H-pillar `layer` ideas, each needing a data record AND a reader page
                   [416 ideas over 416 domains, own count — round 1's ratified split, unchanged]
          ──────────────────────────────────────────────────────────────────────
          DOMAIN DELIVERABLES ..............................................  15,562
    +14   GLOBAL INFRASTRUCTURE (round 1 §1.6, existence-checked; 4 still missing,
          `index.html` among them)
          ══════════════════════════════════════════════════════════════════════
          THE ELITE FIGURE ................................................  15,576
```
**Check:** 16,830 − 1,649 + 72 − 107 + 416 + 14 = **15,576** ✅

**What 15,576 means, in the two currencies, never blended:**
**15,576 things a human being can open, each one distinct from every other by construction, against
103,200 planning shares** — and the shares are never added to the things. Against 15,576, the waqf
stands at roughly **2,039 built (13.1%)** by this seat's post-belt count. That is a *harder* number than
51.3%, and it is the honest one: the denominator that a shim cannot game.

**Is 15,576 achievable?** 13,537 remain. At the belt's honest rate — 46 real content files per run —
it is not a weekend. That is precisely why it is the elite bar and 4,089-in-54-seconds is not.

---

## 4 · IMPROVEMENT PLAN

1. **Freeze the tree during any audit.** Tag `AUDIT-BASE-<ts>`, run the panel against the tag, forbid
   writes to `build/` while a review is open. Today's belt changed three times mid-sitting and every
   published figure — including the commissioner's own — has no fixed referent. *(C1)*
2. **Kill every auto-pass branch in G39 and G40.** A missing file is **RED, named**. A
   `merged_into_parent` stamp is **RED, named** unless the parent is opened and *proved* to contain
   this block's content. Both gates must print **three** integers, never one: `substantive / merged /
   uncovered`. *(C2, C3, C4)*
3. **Give every gate an adversarial control that attacks the printed sentence, not a helper.**
   G40's control must be: *hide the belt → the gate must exit non-zero.* Today it prints GREEN. Ship
   this as a test, in CI, before any further building. *(C2)*
4. **Execute C8's own consequence.** The law says THE COUNT GOES DOWN. Re-issue every published count
   the same hour: 4,089 belt cuts → **46 content artifacts**; 1,017 dedicated domains → **41**;
   `substantive_built` **unchanged by the belt**. A law that never lowers a number is decoration. *(C4)*
5. **Re-issue `HONEST-COUNTS.json` from the journal, and make it re-derivable.** `credit 242` ·
   `pending-machine 16,608` (retire the band) · `rights-blocked 1,150` · ship
   `framework/honest_counts.py` that regenerates the file byte-for-byte and exits non-zero on drift —
   the thing #7 was supposed to be. *(C6, C9)*
6. **Replace the 512-byte `honesty_classifier.py` tautology with a real re-derivation**, or rename the
   file `classifier_totals_check.py` and delete the claim that #7 landed. A stub that reads its own
   answer is worse than no stub — it converts an open gap into a false green. *(C9)*
7. **Reconcile the two duplication figures in public.** Replace `_meta.duplication_declared: 79398`
   with the normalised **16,830 / 86,370**, print both routes side by side, and state which is the
   ratified one. Two faces, 3.6× apart, is how a reader learns to distrust every other number. *(C7)*
8. **Fix `DEFECTS.md`'s dead pointer and restore what was stripped.** Either restore `slice_class` /
   `pointer_class` to the 934 P46 files, or rewrite the register to point at what actually exists. Then
   add a gate: **every path or field named in `DEFECTS.md` must resolve, or the register is RED.** *(C8)*
9. **Build `index.html`.** It has been the #1 missing infrastructure item through two full panels of
   2,700 seats. It carries the two-currency sentence of §4 of the ratification, the DEFECTS table, the
   journal timestamps, and the MACHINE-SCHOLAR label above the fold. **A gift with no face cannot be
   given, and 4,089 more block files do not give it one.** *(C9)*
10. **Retire the block unit; adopt the idea unit (15,576) and publish the collapse honestly.**
    "We targeted 1,030, corrected up to 4,557, and now correct to 15,576 because both earlier units
    were satisfiable by template in minutes" is the most credible paragraph this project could publish.
    Print `built / 15,576` on the face and let the percentage be small. *(§3)*
11. **Land the 24 orphan blocks first.** They are G-pillar `engine` blocks — the per-ayah dossiers, the
    kawniyyah registry, the rijal name-census, the languages machinery. They own nothing anywhere and
    are silently credited. **The most valuable and most finishable work in the whole pending half.** *(C10)*
12. **Ban the version claim without the version.** `master v6.3.0` exists in no file; the ledger says
    `6.0.0`. A pre-commit hook must reject any commit naming a version string absent from
    `_FRAMEWORK-103200.json._meta.version` — and the same hook lands #4, which is still unbuilt. *(C9)*

*Sat as SET-CLAIM seat 1, 450 of the 2,700 machine-scholar seats. Every figure above carries the
command or route that produced it and the clock time it was true at. Where this seat corrected the
commissioner it printed his figure beside its own; where the commissioner was right — the node census,
and the refusal of 103,200 — this seat says so and reproduces him exactly. The largest correction here
is **downward**, and it is offered in the same spirit round 1's upward correction was received.*
***MACHINE-SCHOLAR — reverence is never proof. `Allah ﷻ alone is the source of all knowledge.`***

R2 CLAIM-1 VERDICT: The face's sentences no longer describe the tree — the belt was rewritten twice mid-panel and G40 amended at 16:16 to pass 1,424 files that fail its own 200-char floor, so "4,464/4,464 covered" is unfalsifiable (it prints GREEN with the belt hidden), "4,089 substantive block cuts" is 46 content files and 4,043 honestly-labeled shims, "the 32-point program" is roughly 9 of 32 with index.html still missing, and "master v6.3.0" names a version that exists in no file in the repository.
