# ROUND 2 — THE HONESTY PANEL OF 2,700 · SET-CLAIM, half 2 (450 seats)
## THE CLAIM RE-AUDIT — do v6.3.0's own sentences survive the belt it just cut?

**MACHINE-SCHOLAR. Labeled.** Every seat here is a machine seat. No human scholar has read this page.
This is an audit of *sentences against measurements*. Reverence is not proof.

**Read into the record:** `build/P45-HONESTY/reaudit_round2_floor.json`, `HONEST-COUNTS.json`,
`DEFECTS.md`, `reviews/HONESTY-RATIFICATION.md`, `build/P45-HONESTY/artifact_figure.json`, the
v6.3.0 commit `f9202e34`, and — the sources the commissioner did not name — the four scripts that
produced the belt and its gate: `framework/p47_belt.py`, `framework/g40_substance_gate.py`,
`framework/audit_substance.py`, `framework/honesty_classifier.py`.

**Every number below is query-derived. None is estimated.** Where a figure agrees with an existing
one, the agreement is stated; where it does not, both are printed.

**THE ONE LINE, BEFORE THE EVIDENCE.** The commissioner published his belt's thinness and was still
too kind to himself. The belt is not "2,995 real / 1,094 declared". Measured by *what the payload
actually is*, it is **66 real / 2,929 ledger-echo / 1,094 declared-empty** — because 2,929 of the
"real embedded rows" are the ledger's own planning sentences, lifted out of a P46 pointer file and
put back into a P47 file under a new label. **281 distinct payloads carry 4,089 files.**

## 0 · WHAT THIS HALF CONFIRMED FIRST (I-3: honesty runs both ways)

Before any finding, four things this half re-derived and found **exactly right**:

| Claim | CLAIM-2's own route | Verdict |
|---|---|---|
| Node census: 85,041 / 16,608 / 1,000 / 242 / 159 / 150 | Replayed 370,714 journal records, took each node's **final** `status` | ✅ **EXACT, all six classes, closes to 103,200** |
| "all 4,464 blocks covered" | 4,089 P47 files + 375 P46 non-pointer slices, **disjoint**, uncovered = **0** | ✅ **TRUE** |
| The 4,557 formula's every term | 4,464 blocks · 1,017 domains (634×1 + 383×10) · **407** panel blocks · **2** reserved · **72** pillars · **416** `layer` blocks | ✅ **EVERY TERM EXACT** |
| Substance census "7,028 of 7,188 (97.8%)" | 7,029 of 7,190 (97.8%) — 1-file walk difference (`__pycache__`) | ✅ **CONFIRMED** |

And four acts of real honesty in v6.3.0, recorded because a critic who only subtracts is not an auditor:
**(a)** 17,758 nodes were **un-greened** — the largest downward correction in this project's history;
**(b)** `area_dossiers_313.json` was **renamed, not deleted** (412-byte redirect stub kept, I-6 honoured);
**(c)** `g37_audience_gates.json` re-badged itself `EXISTS-PARSES (no per-item evidence was recorded)`;
**(d)** the stale report carries a **red embargo box** naming Sahil Adeem, Source Code Academia and IMS.

## 1 · FINDINGS (10, evidenced)

### 🔴 F1 — "SUBSTANTIVE BLOCK ARTIFACT" is false for 4,023 of 4,089 files. The belt's own docstring is the claim that fails.

`p47_belt.py` line 4 promises *"up to 3 embedded data rows from the domain's parent artifact (**actual
corpus-derived content, never boilerplate**)"*. Measured across all 4,089 files:

| `embedded_payload.parent_field` | files | what the rows actually are |
|---|---:|---|
| `node_purposes` | **2,929** | **the ledger's own planning purpose strings** — plan text, not corpus |
| *(declared-only, no payload)* | **1,094** | the file states it has nothing |
| `per_verse` · `by_term` · `glossary` · `edges` · `totals` · 12 others | **66** | ✅ genuine corpus rows |

And **all 2,929** name as their `parent` a file inside `build/P46-ARTIFACTS/` — the cut this panel
already convicted in round 1 (975 files in eight minutes, 600 of them pointers). The belt sampled
the pointers.

> **Truth rate: 66 / 4,089 = 1.6%.** A belt file is substantive **by threshold, not in truth**.

The exemplar of what the other 4,023 should look like — `C3/Language-morphology--Education-print.json`:
`{"parent_field":"glossary","sample_rows":[{"term_ar":"اللَّه","translit":"Allah","occurrences":2699,"first_ref":"1:1"}, …]}`
That is a block delivering its block. **It exists 66 times.**

### 🔴 F2 — 3,759 belt files (91.9%) are byte-identical in payload to their nine domain siblings. The block-specific content is zero.

Hashed `embedded_payload` per file, grouped by `(pillar, domain)`:

| measure | value |
|---|---:|
| domains carrying >1 belt file | 383 |
| of those, domains where **all 10 blocks share ONE identical payload** | **376 (98.2%)** — 3,759 files (2,760 ledger-echo + 999 declared-empty) |
| distinct `embedded_payload` blobs across all 4,089 files | **281** |
| the single most-repeated blob | **1,221 files** |
| the declared-empty blob | **1,094 files** |

Two blobs cover 2,315 files (56.6%). `C1/Atlas-graph-review--Education-print.json` — the *Education
& print* block — embeds the rows *"JSON+CSV, versioned, citable"*, *"a planted misquote is refused"*,
*"a probe the builder never saw"*. Those are not education rows. They are whatever sat at the top of
the parent's largest field, and the same three sit in all ten of that domain's blocks.
**The file differs from its nine siblings by its filename and nothing else.**

### 🔴 F3 — The substantive floor cannot fail a labelled file. 96.4% of the belt passes on its own labels.

`audit_substance.substantive()` measures `len(json.dumps(everything-except-_meta)) >= 200`. In a belt
file, "everything except `_meta`" includes `unit` (pillar/domain/block/node-range — a **label**) and
`purposes` (strings **copied from the ledger**). Only `embedded_payload` is content.

| measure | value |
|---|---:|
| files whose `embedded_payload` is **< 200 chars** — i.e. fail the floor on payload alone | **3,940 / 4,089 (96.4%)** |
| `embedded_payload` chars, min / median / max | 63 / **116** / 31,844 |
| files where the `unit` label **alone** clears 200 chars | 117 |
| domains where every block's `purposes` list is identical | 469 of 643 |

**The standard the joint sitting ratified measures whether a file was labelled, not whether it was
filled.** The belt is that standard's own reductio: 4,089 passes in 54 seconds, 66 of them earned.

### 🔴 F4 — G40 "GREEN — 4,464/4,464" is a true claim proved by a dead control. The gate credits absence.

`framework/g40_substance_gate.py`:
```python
if os.path.exists(fp):
    if substantive(fp): cov += 1
    else: red.append((b, "below-floor"))
else:
    cov += 1   # P46-covered
```
**A block with no file at all is counted as covered.** `cov` is incremented on *every* branch; the
only path to RED is a file that exists and is thin — and F3 shows no belt file can be thin. G40
cannot go red on the failure it was born to catch (an uncovered block), and it cannot go red on the
failure it claims to catch (a thin one).

I ran the check the gate does not: **uncovered blocks = 0** (§0). *The claim is true. The gate does
not prove it.* A gate whose control cannot fire is a stamp, not a check — the exact defect
ratification #21 re-badged `g37` for, reintroduced in the same commit that cited #21.

### 🔴 F5 — `HONEST-COUNTS.json`, the gift's published face, was stale **30 seconds** after it was written — and shipped anyway.

| file | written | the event that voided it |
|---|---|---|
| `DEFECTS.md` | **15:30:56** | — |
| **`HONEST-COUNTS.json`** | **15:30:57** | — |
| the un-greening: 16,608 `pending-machine` + 1,000 `pending-human-or-rights` + 150 `reserved` | **15:31** | ← **~30 seconds later** |

Consequence — every one of these is on the face **today**, and every one is contradicted by the
ledger the same commit shipped:

| `HONEST-COUNTS.json` says | the ledger's final statuses say | error |
|---|---|---|
| `pending_band: [6440, 17216]` | an **exact declared 16,608 + 1,000** | a band published over an exact count |
| `never_by_machine: 901` | 1,000 human/rights **+ 150 reserved = 1,150** | −249 |
| `credit_v1: 247` | **242** | −5 |
| `substantive_built: 2337` | the same commit cut 4,089 more and called them substantive | unreconciled |
| `really_built: 27140` | maps to **none** of the six declared statuses | orphaned |

`DEFECTS.md` still prints the 6,440–17,216 band as an open defect that the ledger had already closed.
**The defect register is stale about the defect.**

This is the ratification's §1.1 verdict word for word — *"obsolete eight minutes after it was written
and no one re-ran it"* — recurring at 30 seconds, in the commit that convicted it. The embargo box on
`waqf_completion_report.html` (#5) points the future rebuild at `HONEST-COUNTS.json`: **the embargo
aims the fix at a stale target.**

### 🟠 F6 — The largest honesty correction this project ever made is disclosed nowhere except five words in a commit subject.

Reconstructed from the two censuses:

| | before | after | delta |
|---|---:|---:|---:|
| `selftest-green` | 91,622 | 85,041 | **−6,581** |
| `panel-sealed` | 11,331 | **159** | **−11,172 (−98.6%)** |
| `credit-v1` | 247 | 242 | −5 |
| *(new)* pending-machine / pending-human / reserved | 0 | **17,758** | **+17,758** |

−6,581 − 11,172 − 5 = **−17,758** ✅ closes exactly. **17,758 nodes were un-greened**, 11,172 of them
stripped of "panel-sealed" — a class the ratification had ratified at 11,697 hours earlier.

The commit says: *"zero-awaiting retired on the census"*. Five words. No face carries the number, the
direction, or the fact that a ratified class collapsed by 98.6%. **A correction this large that only a
`git log` reader can find is not published — it is filed.** The tree got more honest and the gift did
not say so; that is a loss, not a saving.

### 🟠 F7 — "never-as-distinct: 86,370" is not reproducible. My route gives 12,408 — a 7× gap, unreconciled inside the panel's own record.

`HONEST-COUNTS.json` publishes `never_as_distinct_planning_shares: 86370` as a bare integer with **no
field list**. Hashing the full node signature `(title, purpose, pillar, domain, block)` over all
103,200 points: **90,792 distinct → never-as-distinct = 12,408.**

Round 1's CLAIM-2 published 90,792 in the same panel record. The ratification took 16,830 from three
sets that hashed *fewer fields*, called it "exact agreement across three routes", and never
reconciled it against the 90,792 sitting in its own inbox. **Both numbers are honest; the face
publishes one and hides the predicate.** A "never" claim is the strongest sentence in the document
and it is the one a reader cannot re-derive.

### 🟠 F8 — "the 32-point program" is claimed as a program and delivered as a majority. Four points measured; three did not land.

| # | what it demanded | on disk |
|---|---|---|
| **#7** | ship `honesty_classifier.py`; *"must re-derive `classifier.json` byte-for-byte and exit non-zero on drift"* | **8 lines that `json.load` `classifier.json` and sum it.** Its own docstring: *"The derivation lives in the session record engine; this standing stub re-checks totals."* **It verifies the artifact by reading the artifact.** It can never detect drift. ❌ |
| **#4** | pre-commit hook rejecting `[0-9,]{3,}\s+(built\|landed\|complete)`; `git notes` on `adb53d6` | no `.git/hooks/pre-commit`; `git notes show adb53d6` → *no note found* ❌ |
| **#32** | build the missing `index.html` master artifact — *"a gift with no face cannot be given"* | `ls index.html` → **No such file or directory** ❌ |
| **#26** | build-floor executable **in `g35_program_gates.json`** so it fails at generation | `g35_program_gates.json` contains no floor and no `512` ⚠️ *(the floor exists, but in `audit_substance.py` — not where the point put it)* |
| **#1** | `_meta.total` 26,400 → 103,200 | ✅ **landed** — but `_meta.version` still reads **`"6.0.0"`** while the commit declares **master v6.3.0**. The version exists in a commit subject and in **no file in the tree.** |

Naming a 32-point program in a commit subject asserts 32 outcomes. **Point #32 is the one that says
the gift has no face — and it is the one still open.**

### 🟠 F9 — Post-belt, no published number is the artifact truth. Both candidates are wrong in opposite directions.

| candidate on the record | value | why it is not the truth |
|---|---:|---|
| `HONEST-COUNTS.json` `substantive_built` | **2,337** | pre-belt; understates by every belt file that *did* earn its keep |
| `artifact_figure.json` substance census | **7,029** | threshold-inflated; 4,023 of the increase are F1/F2/F3 shims |

CLAIM-2's truth-filtered census — substantive **and** not a labelled shim:

```
  1,965   pre-belt build tree, ratified floor        [my walk; sitting's route: 1,962 — agree to 0.15%]
+   375   P46 non-pointer real slices                [nodes.from present, pointer_class absent]
+    66   P47 belt files with genuine block content  [F1]
  ─────
  2,406   ARTIFACTS BUILT IN TRUTH  =  52.8% of 4,557
```

Two routes, cut hours apart on different rules, agreeing to 0.15% on the largest term. **2,406 is
the number the face should carry — not 2,337, and emphatically not 7,029.**

### 🟢 F10 — The claim that survives everything, and must not be lost in the correction.

`reaudit_round2_floor.json`'s six-class node census is **exact to the unit on my own independent
replay of 370,714 journal records** — including the awkward numbers (242, not 247; 159, not 11,331).
The 4,557 formula's every term is exact. Block coverage is genuinely total. The un-greening was real
and downward. `area_dossiers_313.json` was renamed, not deleted. `g37` un-greened itself in writing.
The report carries a red embargo naming three real recipients.

**The work is not fabricated and the ledger is not lying.** Everything in §1 is a *sentence* failing
a *tree* that is, itself, telling the truth in six places at once. That distinction is the whole
finding: **this project's defect is not dishonesty — it is that its honesty is written faster than
it is published.**

## 2 · THE FRESH HONEST COUNTS, POST-BELT (two classes re-derived by CLAIM-2's own route)

### 2a · NODES — 103,200 (route: final `status` per node over 370,714 journal records; **exact match** to the floor)

| Class | Nodes | % | Honest reading |
|---|---:|---:|---|
| **REALLY-BUILT (ledger's own word: `selftest-green`)** | **85,041** | 82.4% | the ledger's declaration. **Read it with F1–F3**: the artifact under a large share of these is a labelled shim |
| **PENDING-MACHINE** | **16,608** | 16.1% | restored 15:31, exact, no longer a band ✅ |
| **PENDING-HUMAN / RIGHTS** | **1,000** | 1.0% | needs a scholar, a right, a licence |
| **CREDIT-v1** | **242** | 0.2% | *(face says 247 — face is wrong by 5)* |
| **PANEL-SEALED** | **159** | 0.2% | *(was 11,331; −98.6%, undisclosed — F6)* |
| **RESERVED-AWAITING-ACQUISITION** | **150** | 0.1% | no machine can make an acquisition |
| **TOTAL** | **103,200** | 100.0% | ✅ closes exactly |
| **NEVER-BY-MACHINE** (cross-cut) | **1,150** | 1.1% | 1,000 + 150. *(face says 901 — wrong by 249)* |
| **NEVER-AS-DISTINCT** (cross-cut) | **12,408** *(face: 86,370)* | 12.0% | full-signature route. **Publish the predicate or drop the claim** — F7 |

### 2b · ARTIFACTS — the belt classed (route: `json.load` + payload hashing over all 4,089)

| Class of the 4,089 | files | % | verdict |
|---|---:|---:|---|
| **A · SUBSTANTIVE IN TRUTH** — genuine corpus/data rows for its own block | **66** | **1.6%** | ✅ this is the standard |
| **B · LEDGER-ECHO SHIM** — payload is the plan's own purpose strings, taken from a P46 pointer parent | **2,929** | 71.6% | ❌ well-labelled, honestly sourced, **not the block's content** |
| ├ *and byte-identical to its 9 domain siblings* | *2,760* | *67.5%* | ❌ the label is the only difference |
| **C · DECLARED-EMPTY** — the file states it has no payload | **1,094** | 26.8% | ⚠️ **honest**, and correctly refuses to pretend — but a declaration of emptiness is not a deliverable (ratification §1.2, applied to the belt this time) |

**Two currencies, never blended** — the law holds:

| | ARTIFACTS (things on disk) | NODES (planning shares) |
|---|---:|---:|
| **Built in truth** | **2,406** (52.8%) | 85,041 declared green |
| **Target / total** | **4,557** | 103,200 |
| **Still to cut** | **2,151** | 16,608 pending-machine |
| **Never by machine** | 2 RESERVE acquisitions | **1,150** |
| **Never as distinct** | — | **12,408** *(predicate published)* |

---

## 3 · THE ELITE FIGURE

### 3.1 · Is it 103,000 / 103,200? **No — and the belt is the proof, not an argument.**

The commissioner asked to be told if the answer were 103,000. It is not, and this half can now say so
with a **natural experiment instead of a prediction**. Round 1's objection to fan-out was theoretical.
On 2026-09-05 at 15:33 the project **ran the experiment**: it gave a file to every ledger unit it had.

| what fan-out was predicted to produce | what fan-out actually produced, measured |
|---|---|
| shims that pass a floor by labelling | 3,940 / 4,089 (96.4%) fail the floor on payload alone — F3 |
| identical siblings | 3,759 files (91.9%) byte-identical to their nine siblings — F2 |
| plan text recycled as content | 2,929 files echo the ledger's own purpose strings — F1 |
| a small residue of real work | **66 files (1.6%)** |

**103,200 units → 281 distinct payloads.** Scale that experiment 25× and you do not get an elite
waqf; you get **~98,000 well-labelled shims and the same 281 ideas.** And it cannot be otherwise:
86,370 rows were never distinct things (12,408 on the strict predicate — either way, they are shares
of a plan). **You cannot make a share elite by giving it a filename.** 103,200 is REJECTED, and the
belt — the project's own work, this week — is the exhibit.

### 3.2 · The formula, re-derived term by term (CLAIM-2's own route, not copied)

```
  BASE   distinct (pillar, domain, block) leaves ..............  4,464   ✅ own route
         · 1,017 domains = 634×1 block + 383×10 blocks  ........  ✅ closes exactly
  −335   MERGE 1  panel/seal/review blocks 407 → 72 pillars ....  ✅ 407 measured, 72 pillars measured
    −2   MERGE 2  'reserved' blocks → licence-ledger rows ......  ✅ exactly 2 measured
  +416   SPLIT 1  H-pillar 'layer' domains × (data + page) .....  ✅ exactly 416 blocks named 'layer'
         ──────────────────────────────────────────────────────
         DOMAIN DELIVERABLES .................................  4,543
   +14   GLOBAL INFRASTRUCTURE (listed, existence-checked) ....   13 of 14 exist; index.html still absent
         ══════════════════════════════════════════════════════
         ELITE ARTIFACT FIGURE ...............................  4,557
```

**Every term verified independently. `4,557` is RATIFIED — unchanged.**

### 3.3 · Why "deeper block content" does **not** move the integer — and what it moves instead

The mission offered a different number if the elite bar demands deeper content. It does demand it,
and it still does not change the count: **depth is what goes inside an artifact, not how many
artifacts there are.** A block filled with its own corpus rows is one artifact; a block filled with a
label is also one artifact. **The count was never the problem. The bar was.** 4,557 with no content
standard is exactly what produced 4,089 shims in 54 seconds.

So the elite figure is one integer with a second number bolted to it that may never be dropped:

> **4,557 artifacts, each carrying a payload distinct from every other artifact in its domain.**
>
> **Distinct payloads required: 4,464 (one per block).**
> **Distinct payloads today: 281 (6.3%).**
> **Artifacts built in truth today: 2,406 of 4,557 (52.8%).**

**4,557 is the elite figure. 281 → 4,464 is the elite gap.** The gift is 52.8% of the way to the
count and **6.3% of the way to the bar** — and only the first of those two numbers has ever been
published.

---

## 4 · CLAIM-2's IMPROVEMENT PLAN

1. **Re-cut the belt against a PER-BLOCK source, not a per-domain parent.** The 3,759 identical-sibling
   files exist because `p47_belt.py` resolves **one** parent for all ten of a domain's blocks. Map each
   block name to its own artifact — the ratification §1.3 table already prints the mapping
   (`The registry`→`entries_normalized.json`, `The Qur'an layer`→`quran_layer_dataset.json`, …). This
   single change converts the belt from a labelling pass into a build pass. **[F1, F2]**
2. **Redefine SUBSTANTIVE to exclude the file's own labels.** `audit_substance.substantive()` must
   measure `embedded_payload` (or the non-label body) **only** — never `unit`, never `purposes`,
   never anything copied from the ledger. Re-run: today's 7,029 becomes ~2,406 and the number stops
   flattering the tree. **[F3, F9]**
3. **Ban ledger text as payload.** A gate that fails any artifact whose embedded rows are drawn from
   `node_purposes`, `purpose`, `title` or any other ledger field. Plan text re-labelled as content is
   the exact anti-pattern the 313 `for_the_student` placeholders were convicted for — it returned at
   2,929× scale. **[F1]**
4. **Sibling-collision gate:** no two artifacts in the same domain may carry a byte-identical payload.
   Fails at generation, prints both paths. This one rule kills 3,759 files' worth of illusion and
   would have fired 54 seconds into the belt. **[F2]**
5. **Fix G40's dead control.** Change `else: cov += 1` to `else: red.append((b, "NO FILE"))`, and
   verify P46 coverage by an explicit block→P46-slice map, not by absence. Add the control the gate
   lacks: **inject one uncovered block and require RED.** A gate that cannot go red is a stamp. **[F4]**
6. **THE PUBLISH-LAST LAW — the recurrence-stopper.** `HONEST-COUNTS.json` and `DEFECTS.md` are
   **regenerated as the final step of every commit**, from the ledger, by script — never hand-written
   mid-run. Both carry `derived_from_journal_records: N` and `ledger_mtime`. A pre-commit hook fails
   if either is older than `_FRAMEWORK-103200.json`. This defect has now recurred twice (8 minutes,
   then 30 seconds) and it will recur a third time until it is mechanical. **[F5]**
7. **Correct the four wrong numbers on the face today:** `never_by_machine` 901→**1,150**;
   `credit_v1` 247→**242**; `pending_band [6440,17216]`→**16,608 machine + 1,000 human/rights**;
   `substantive_built` 2,337→**2,406**. Delete the band from `DEFECTS.md` — the ledger closed it. **[F5]**
8. **Publish the un-greening on the face, in full, as a headline.** *"17,758 nodes were un-greened on
   5 Sep 2026 — 11,172 of them stripped of 'panel-sealed'. We publish the direction and the size
   because a correction found is worth less than a correction volunteered."* Add an **append-only
   `CORRECTIONS.md`**: date · class · before · after · route. **[F6]**
9. **Publish the predicate beside every "never" number.** `never_as_distinct` carries its field list
   inline. Print **both** routes and let the reader choose: `{"strict_full_signature": 12408,
   "purpose_stem_route": 86370, "fields_strict": ["title","purpose","pillar","domain","block"]}`.
   An unreproducible "never" is the weakest sentence a waqf can carry. **[F7]**
10. **Make `honesty_classifier.py` real or retire its claim.** It must rebuild `classifier.json` from
    the ledger and the journal and `assert` byte-equality — not `json.load` the file it audits. Until
    it does, ratification #7 is **OPEN**, and the file's honest docstring should be promoted into
    `DEFECTS.md` rather than left where only a code reader finds it. **[F8]**
11. **Build `index.html` — the face — before any further block is cut.** #32 has survived two panels.
    It carries the two currencies, the truth count (2,406), the target (4,557), the elite gap
    (281→4,464), the un-greening, and the MACHINE-SCHOLAR label. **A gift with no face cannot be
    given, and 2,151 more block files will not give it one.** **[F8]**
12. **Version the tree, not the commit subject.** `_meta.version` is `"6.0.0"` while the commit says
    v6.3.0. Stamp the version into the ledger, `HONEST-COUNTS.json` and the face, and gate the commit
    on their agreement. A version that exists only in a commit message cannot be audited. **[F8]**
13. **Retire "32-point program" as a completion phrase.** Ship `PROGRAM-32.md`: one row per point,
    `LANDED / PARTIAL / OPEN`, with the file:line that proves it. Today, by measurement: #1 landed,
    #19 landed, #21 landed, #13/#14/#17 landed, #5 partial (embargo, not rebuild), #26 partial
    (wrong home), #7 stub, #4 open, #32 open. **Claim the points that landed; name the ones that
    did not.** **[F8]**
14. **Adopt the 66 as the specification.** `C3/Language-morphology--Education-print.json` is what an
    elite block artifact looks like. Freeze it as `framework/BLOCK-SPEC.json`, make it the belt's
    golden test, and measure every re-cut against it — **the target is 4,464 distinct payloads, and
    the honest scoreboard starts at 281.** **[F1, §3.3]**

*SET-CLAIM half 2 · 450 machine seats. Routes run: full replay of `framework/_TRACKER-JOURNAL.jsonl`
(370,714 records) for the six-class census; `json.load` + MD5 payload-hashing over all 4,089
`build/P47-BLOCKS` files; block/domain/pillar re-derivation over all 103,200 ledger points; a full
`build/` substance walk (7,190 files); source reading of `p47_belt.py`, `g40_substance_gate.py`,
`audit_substance.py`, `honesty_classifier.py`; existence checks on `index.html`, `.git/hooks/pre-commit`,
`git notes adb53d6`. Nothing above is estimated. Where this half agrees with the commissioner it says
so first (§0). **MACHINE-SCHOLAR — no human scholar has reviewed this page.**
`Allah ﷻ alone is the source of all knowledge.`*

R2 CLAIM-2 VERDICT: The commissioner's floor was honest but too generous to itself — the belt is 66 real artifacts, 2,929 ledger-echo shims and 1,094 declared-empty files carrying just 281 distinct payloads, 91.9% of them byte-identical to their own siblings, passing a floor that measures labels; the node census, the total block coverage and every term of 4,557 are EXACT on this half's independent routes, so the tree is not lying — but the face is, because `HONEST-COUNTS.json` went stale 30 seconds after it was written and still hides the largest honesty correction this project ever made (17,758 nodes un-greened), and 103,200 is refuted not by argument but by the belt itself.
